Job Description SummaryMontgomery College has need for a full-time, exempt, non-bargaining, Systems Engineering Manager (Information Technology Manager), position number #S03733, with the Office of Information Technology, Rockville, Maryland. The normal work schedule is Monday through Friday, 8:30 am – 5:00 pm.

Job Summary:

The Systems Engineering Manager is responsible for managing or developing information technology operations, systems, and services for the College. The Manager provides leadership, oversight, and guidance to assigned staff engaged in monitoring and day-to-day operations, projects, and systems management of the College’s information technology systems. The Manager is responsible for supervision, management, and evaluation of direct reports, both employees and contractors, numbering up to 15. The functional area supports College servers, storage, server backup, virtual platforms, Active Directory, Office 365, Cloud IaaS, and related systems solutions.

Contacts include regular interactions with constituencies such as managers, administrators, faculty, staff, vendors, technicians, consultants, and outside agencies.

The Essential Functions may include:

  • Provide leadership, oversight, and guidance for College Information Technology operations, development, or engineering IT systems. Responsible for system monitoring, preventive maintenance, lifecycle management, and troubleshooting response, including 24/7 on-call status for critical core systems or incident management.
  • Implement industry-standard processes, procedures, automation, documentation, policies, standards, and project management paradigms.
  • Supervise and provide leadership, guidance, and support to assigned staff. Conduct recruitment/interviewing and make recommendations to hire. Identify, develop and recommend professional development needs/opportunities and coordinate/conduct training. Evaluate performance, conduct formal and informal coaching, and recommend corrective or disciplinary action.
  • Identify, evaluate, and initiate changes in performance expectations, set goals and objectives, and recommend action. Identify, develop and implement professional development plans.
  • Oversee systems support activities through project and contract/contractor management, and task assignments.
  • Manage projects as determined by the OIT tactical plan or leadership. Participate in the development, implementation of, and evaluation of unit tactical plans. Perform needs analysis and participate in strategic planning.
  • Identify and manage internal projects to improve systems efficiency, architecture, and security.
  • Research new enterprise and emerging technologies.
  • Manage the allocation of resources for projects and ongoing tasks.
  • Participate in the weekly on-call 24x7 Incident Coordinator rotation.

Required Qualifications:

  • Bachelor’s degree in computer science or related field, and/or an equivalent combination of experience and training in Information Technology.
  • Minimum of four years of experience in the management of Information Technology operations and project management, preferably in systems and infrastructure.
  • Minimum of two years of supervisory experience.
  • Considerable knowledge of IT industry, best practices, techniques and current and emerging trends.
  • Ability to provide excellent leadership and employ customer service skills, as well as the ability to lead, instruct, train, guide and motivate others.
  • Knowledge of and skill with personal computing devices and communication systems, project management, and time management.
  • Knowledge of and experience in the development and engineering of IT infrastructure systems, especially servers, storage, and cloud IaaS and SaaS, with expertise in troubleshooting systems issues.
  • Knowledge of and expertise in designing and implementing complex enterprise systems or services for medium-to-large organizations.
  • Ability to effectively communicate, both orally and in writing.
  • Ability to plan and organize work initiatives to successfully accomplish unit’s goals and objectives.
  • Strong analytical, problem solving and interpersonal skills.
  • Ability to identify, develop and implement short/long-term strategic goals and objectives.
  • Ability to develop and maintain customer relationships and build credibility and trust.
  • Ability to clearly communicate complex technical information to a nontechnical audience.
  • Ability to assess technical skills.
  • Eligible applicants must currently be authorized to work in the United States and not require employer visa sponsorship.

Preferred Qualifications:

  • Minimum of four years of experience in the management of Information Technology operations and project management, preferably in systems and infrastructure.
