The University of Miami Bascom Palmer Eye Institute ranked the # 1 eye hospital in the country for 18 consecutive years as published in U.S. News & World Report’s Best Hospitals, has an exciting opportunity for an Executive Director, Clinical Scheduling and Optimization. This position analyzes, monitors and manages complex, multi-phase ophthalmology specialty clinic schedules per weekday, week, month and the annual calendar across eye centers, considering service patterns, provider rotations and OR Schedule. Service schedules per clinical area are managed within context of other schedules per clinical area and facility with focus on provider productivity, balanced distribution of resources, space utilization, process efficiency (integrated workflows) and patient wait time. This position recommends strategies for process improvement as well as implements tactics to achieve system, project and pilot objectives. Presents analyses and conclusions to UHealth system leadership, BPEI leadership, faculty and staff. The Executive Director demonstrates Lean leadership philosophy and structure, and creates value evidenced by improved patient, physician and staff satisfaction at BPEI Eye Centers.

The Executive Director of Clinic Scheduling and Process Optimization directly supervises BPEI Clinic Scheduling staff. Frequent communication and interfaces are required with BPEI surgical scheduling, faculty providers, clinical operations, finance, IT, Medley call center, patient access and Central Insurance verification. The position is directly supervised by the BPEI Chief Operations Officer in collaboration with the Medical and indirectly supervised by the UMHC Chief Medical Officer, Ambulatory Services, to ensure consistency with system clinic scheduling functions.

Principal Duties and Responsibilities:


• Oversees development and maintenance of provider weekly/monthly templates/schedules among BPEI eye centers.

• Ensures that distribution of template patient visit type conforms to standards outlined by Chairman of Department of Ophthalmology. Collaborates with providers to ensure the daily schedule facilitates provider productivity and minimizes patient wait time.

• Implements an effective strategy for appointment switches to rebalance appointment types when needed.

• Researches and identifies relevant benchmarks to establish internal standards, targets and/or practices, such as NPV lead time to appointment, third next available appointment, floor configuration, etc.

• Uses statistical and analytical tools to monitor volume variances, processes and performance improvement and clinical transformation efforts across the continuum of care.

• Develops relevant BI dashboards in collaboration with IT teams.

• Monitors eye center volume relative to budget. Collaborates with Finance to analyze service variances and proposes schedule modifications to achieve budget goals.

•Oversees administration of QGenda physician scheduling system, provider leave/education requests to maintain clinic schedules and minimize patient rescheduling.

• Implements effective processes to ensure faculty compliance with “BPEI Clinic Access Guidelines” related to clinic templates, overbooking, facility transfers, leave requests, release of vacated clinics for reassignment to clinicians, and session cancellations.

• Aligned with leadership, designs standardized tools, practices, processes and training to support the adoption of a Lean project management across eye centers.

• Manages process improvement projects as assigned to meet established organizational goals.

• Develops, maintains and revises work plans as appropriate and monitors outcomes relative to established goals.

• Integrates work with all other department initiatives and revises. Anticipates needs of customers and addresses these appropriately.

• Promptly investigates trends noted by providers and team members, researches prevalence and proposes solutions to address trend.

•Meets with the service Executive Directors quarterly (minimally) to review schedule issues and trends.

• Creates a motivating environment and atmosphere for permanently assigned staff.

• Cross trains staff to promote interchangeability to provide service coverage at all times. Assigns primary and backup resources among team members.

• Conducts all aspects of assigned projects, on time and within budget. Coordinates/leads the efforts of assigned project members in all project endeavors including the implementation and ongoing support of assigned projects.

• Assures compliance with financial, quality, compliance Policy & Procedures, and leads towards achievement of organizational and regulatory goals.

• Maintains effective lines of communications and relationships among BPEI eye centers.

•Identifies and pursues opportunities for continuing professional development to increase understanding of assigned areas, clinical practices, practice
operations, etc.

• Prepares meeting purpose statement and agenda, and ensures appropriate communications before, during and after the meeting.

•Delivers written and oral presentations in a professional, persuasive manner.

•Initiates, exhibits and supports excellent two-way communication and working relationships with all audiences to foster ongoing information exchange during the development and implementation of operational initiatives.

• Performs other related duties as assigned.

Education:

· Master’s degree in healthcare-related field, business or industrial engineering.

· Lean or Six Sigma Black Belt Certification preferred. Green Belt Certification required within one year.

Experience:

·Minimum of ten (10) year’s experience in academic healthcare operations scheduling and process improvement

·Minimum of seven (7) years’ experience in health operations improvement, physician practice management, and health system complex scheduling information technology

·Proficiency in electronic health record scheduling platforms

·Experience in tele-ophthalmology highly desired

·Experience with customer service/direct patient interaction across the complex organization

·Advanced excel analysis skills
