Duties and Responsibilities

  • The Vice Chancellor for Academic Affairs (VCAA) is a key member of the Chancellor's executive leadership team and is the Academic Affairs area's chief operation officer. The VCAA is charged with providing leadership and coordination on behalf of the campus in planning, developing, organizing, directing, and evaluating Instructional Programs and Academic Support Services, policies, procedures, and guidelines. Seasoned judgment is exercised in determining the means, methods, and resources necessary to achieve goals and objectives. Work typically includes serving as the instructional liaison with various state and federal agencies and boards and the Legislature; review of faculty promotion and tenure recommendations and of salary adjustments; and development and administration of budgets. The VCAA will be called upon to serve as Acting Chancellor in the absence of the Chancellor.
  • As an executive staff member, the VCAA provides innovative leadership in developing, designing, facilitating and implementing campus plans, initiatives, policies, and procedures in Academic Affairs and Academic Support to ensure excellence across the campus. The VCAA must provide effective leadership, direction, support, and open communication to ensure the achievement of short and long-term goals and initiatives, and establish the overall framework for the campus in Academic Affairs so that the campus divisions can accomplish their goals and objectives at the highest standards of excellence and innovation.
  • Inherent in the VCAA's leadership role as senior member of the Chancellor's team is the development and support of the campus and system visions, mission, goals, and strategic plan, and the clear articulation of the broader perspective and responsibility to the faculty members and staff within Academic Affairs. The VCAA must judiciously balance the best interests of Academic Affairs with those of the campus, system, and community.
  • Coordinates and develops within the framework of the Strategic Plan of the College, new instructional program proposals; evaluates and assesses ongoing instructional programs and student learning outcomes; periodically reviews the Strategic Plan; prepares and executes the State Career and Technical Plan for the College, and its budget; prepares College annual reports and a variety of state reports; coordinates initiatives relating to the College's strategic planning; coordinates reporting and responses for Academic Affairs to accreditation requirements.
  • Provides leadership and support for curriculum development and innovations in learning and teaching, and faculty development.
  • Coordinates the preparation of the College catalog and class schedules.
  • Coordinates enrollment management and student success initiatives in collaboration with Student Affairs.
  • Coordinates curricular offerings both on and off campus to general and targeted populations, including early college, distance education, and non-traditional learners.
  • Directs activities aimed at inter-institutional initiatives (e.g., international programs, University partners, etc.).
  • Working with appropriate faculty, staff, and administrators, prepares annual goals for the Instructional area, including benchmarks for measuring those goals.
  • Supervises the Deans of Divisions I and II; collaborates with Deans to establish targets for program/curriculum development.
  • Facilitates curriculum and program review and development; expedites development of new programs and/or courses.
  • Supervises faculty and staff providing academic support services to the programs of the divisions; this includes recommendations for contract renewal.
  • Provides orientation to new lecturers, faculty, and staff; assists faculty in preparing professional development plans.
  • Works professionally with members of the administrative staff; prepares interpretive summaries of data and seeks the advice and interaction of administration, faculty groups, and other staff as appropriate.
  • Coordinates, develops, and maintains procedures for personnel actions (hiring, contract renewals, tenure, leaves, promotion, and termination) which are consistent with statutory requirements, University policy, union contracts, and the Strategic Plan.
  • Coordinates the preparation of the budget and expenditure plans for Instructional and Academic Support Services.
  • Coordinates extramural grant proposal development, including personnel, curriculum, and implementation.
  • Assists in the development of capital improvement plans for instructional programs and academic support.
  • Conducts regular meetings of the Vice Chancellor's Advisory Council.
  • Meets regularly with the Chancellor's administrative staff.
  • Meets on a regular basis with other community college Vice Chancellors and Vice Chancellor for Academic Affairs, and with the Vice President's staff, and communicates with them as required.
  • Receives and resolves complaints, advising from various laws and regulations which govern student, faculty, and staff behavior, and which fall under the areas supervised.
  • Engages in appropriate professional development activities.
  • Performs other duties as assigned.

Minimum Qualifications
  • Master's degree or equivalent. (Doctorate in lieu of Master's).
  • Experience in an institution of higher learning involving teaching, counseling, or academic support responsibilities, which is at the C5 level or have demonstrated a record of comparable professional experience prior to appointment.

Desirable Qualifications
  • Doctorate.
  • Experience as an administrator or in carrying out administrative responsibilities with emphases on personnel supervision and budget development and execution.
  • Full-time teaching experience in an institution of higher education, preferably a community college.
  • Experience in working with an ethnically and culturally diverse population.
  • Knowledge of community college philosophy and its programs (liberal arts, career-technical education, etc.)
  • Knowledge of community service mission of a community college and its interrelationship to instructional programs and support services.
  • Knowledge of relationship between instructional programs and the missions and functions of academic support and student development.
  • Knowledge and experience in the delivery of alternative models of instruction, including on-line and distance learning.
  • Experience in administering off-site and early college models of instruction.
  • Knowledge of alternative models of academic administration, learning theory, or similar post-secondary education training.
  • Experience with strategic planning, institutional accreditation, and course and program evaluation and assessment.
  • Experience with implementation of best practices in large scale curricular changes and/or student success initiatives.
  • Demonstrated ability to organize advisory groups for career-technical disciplines.
  • Skills in staff development, program/curriculum development, resource development, and/or computer usage in management of an educational institution.
  • Ability and experience in supervision of faculty and/or other professionals (APT).
  • Evidence of ability to organize activities and communicate effectively orally and in writing.
