The Associate Vice Provost, Chief Information Security Officer (CISO) is responsible for the information security program of the College and the coordination of information security efforts across the college. The CISO coordinates the process to build a college-wide information security strategy and vision and oversees the creation and maintenance of the over-arching College information security policies, procedures, and standards, leads security risk assessment efforts, leads incident investigation and resolution, leads disaster recovery and business continuity planning, and owns the college's awareness and training program. This is a Professional Exempt Contractual (PEC) position for which an annual contract reflecting the base salary within the fiscal year (July 1st to June 30th) will be issued after ratification by Miami Dade College’s District Board of Trustees.

•Manages the development, implementation, and maintenance of the College information security and privacy policies, standards, guidelines, baselines, processes and procedures in compliance with state and federal regulations and standards
•Develops and leads the college’s incident response and investigation procedures and processes
•Assists in the development of disaster recovery and business continuity plans and procedures
•Serves as an effective member of the leadership team and communicates information security related concepts to a broad range of technical and non-technical employees
•Oversees the Information Security Program Office and manages a team of security professionals
•Monitors and reports on information security activities and compliance across the College
•Performs security assessments on the acquisitions of technology products, tools and services
•Provides guidance and advocacy of regarding prioritization of infrastructure investments that impact information security
•Monitors information security trends and keeps the College’s senior management informed about security related issues and activities affecting the college
•Understands potential threats, vulnerability, control techniques, and communicates this information to senior management
•Serves as liaison to local, state, and federal law enforcement and other related government agencies on information security related issues
•Develops and administers a college-wide information security training and awareness program
•Carries out supervisory responsibilities in accordance with the College’s policies and applicable laws, including: interviewing, hiring and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems
•Acts as ombudsman for disputes, requests for exceptions, and complaints regarding college-wide information security systems security policies, practices and related issues

•Bachelor’s degree and ten (10) years of progressive experience in computing and information security at a large enterprise
•Minimum of five (5) years of supervisory/management experience
•CISSP or other related security accreditation/certification
•All degrees must be from regionally accredited instituion
•Knowledge and understanding of college organization, higher education, governmental agency or corporate/industry information security, goals, objectives, and policies and procedures
•Demonstrated ability to understand and apply state-of-the-art security technologies in computer systems, networking, and telecommunication to the needs of a complex organization of higher education with multiple locations and large number of users of enterprise applications
•Knowledge and understanding related laws and regulations: Family Educational Rights and Privacy Act (FERPA), Health Insurance Portability Accountability Act (HIPAA), Gramm-Leach-Bliley (GLB) Act, Communications Assistance for Law Enforcement Act (CALEA)
•Knowledge of the current and developing information technology services, industry information technology, impact on processes, business continuity planning, auditing, and risk management requirements in a large educational institution
•Knowledge and experience with vendor and contract negotiation
•Demonstrated ability to develop policies and strategic plans for immediate and future security needs in Information Technology
•Possess strong interpersonal skills and the ability to effectively communicate with a wide range of individuals and constituencies in a diverse community
•Ability to effectively present information and respond to questions from top management, groups of managers, clients, customers, and the general public
•Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists
•Possess excellent organizational and communication skills (both oral and written)
•Ability to travel, work effectively, and prioritize in a multi-ethnic and multi-cultural work environment with students, faculty, staff, and user communities of diverse backgrounds and skill levels
