Job SummaryServes as the chief financial officer and maintains fiduciary oversight for SACL. Leads a matrix-based approach to all financial planning, budget management, and related processes for SACL. Primary responsibilities include annual budget development; budget monitoring, analysis and forecasting; oversight of related compliance requirements, financial audits, and grants; oversight of procurement activity and contract negotiation/management. Position reports to the Associate Vice Chancellor of Student Affairs and Campus Life.
Essential FunctionsLeads and manages annual budget development processes. Ensures processes comply with established priorities, establishes timelines, and ensures processes are completed correctly and on time. Aligns processes and procedures with university standards. Collaborates with SACL leadership and designees to ensure successful completion of proposed budget submittals. Facilitates budget reduction and resource (re)allocation efforts. Performs financial impact analyses and makes recommendations regarding strategic funding initiatives. Prepares strategic funding requests in alignment with University and SACL priorities. Serves as primary SACL liaison for all SACL finance and related budget matters. Guides SACL leadership to meet essential timelines and implement institutional guidance and compliance requirements related to allocating and managing SACL financial resources. Implements improvements and efficiencies for effective SACL financial management.Monitors budget activity, analyzes revenue and expenditure trends to identify possible budget concerns and forecast year-end balances. Conducts analysis to support budget modeling and resources (re)allocation decisions. Utilizes revenue and expenditure trend data and SACL and campus priorities to identify opportunities for timely and strategic use of funds. Advises SACL leadership and fund managers on financial and budget matters. Creates quarterly and other reports for SACL leadership.Establishes and manages matrix-based finance and budget team to plan and execute key finance and budget processes. Leads team to implement strategies for operating efficiencies; ensure allocation and use of SACL financial resources to effectively meet campus and SACL priorities; assist in financial and procedural audits; and build organization capacity and functional expertise by implementing training/development on financial and budget matters. Establishes and sustains collaborative working relationships with all SACL units and central university finance.Oversees procurement activity within SACL, ensuring fiduciary compliance with relevant priorities, policies, procedures and laws. Reviews and approves capital project contracts and ensures all related financial impacts are identified and reflected in applicable budgets. Negotiates and manages service contracts as directed. Oversees grant application, submittal and renewal processes; monitors grant spending and related compliance with grant terms; ensures routine and timely reconciliation of grant funding and expenditure activity. Consult with relevant stakeholders as needed.Hires, supervises and evaluates the work of direct reports; and, provides input on job performance of indirect/functional supervisees. Ensures all direct and indirect reports are effectively and adequately trained. Maintains positive, collaborative, respectful workplace climate. Minimum Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure)Master’s Degree in business administration, accounting, or directly related field with seven years (7) full-time progressively more responsible, directly related work experience, including a minimum of three years in a leadership role or bachelor's degree in business administration, accounting, or directly related field with eight years (8) full-time progressively more responsible directly related work experience, including a minimum of three years in a leadership role.Knowledge of Generally Accepted Accounting Principles (GAAP) coupled with expertise in fund and grant accounting Ability to develop and analyze complex budget models Excellent ability to present complex financial data to and work effectively with non-experts in financial and budgets matters Experience presenting financial data in a variety of formats Excellent interpersonal and written communication skills Proven ability to build positive, effective teams; and, to lead and supervise staff possessing diverse skills and abilities Knowledge of prevailing guidelines and laws related to public procurement Preferred Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure)Previous related work experience in a higher education setting
