AidData’s Transparent Development Footprints Program (TDF) is currently recruiting for a Program Manager OR a Specialized Program Manager, depending on the applicant’s qualifications. Either position is based in Williamsburg, VA.
AidData’s TDF Program Manager (01146W) will lead a wide variety of projects, and offers a unique opportunity to work on cutting edge research with major policy stakeholders in the focus areas of emerging donors (China, GCC, etc) and new models of funding development globally. This position will be responsible for leading and managing engagements with a multitude of stakeholders/partners, as well as providing support on preparing research proposals, design, implementation and monitoring, data management, report writing and dissemination and policy outreach.
AidData’sTDF Specialized Program Manager (01175W) will leverage his/her advanced program management skills to lead a wide variety of projects, and will collaborate on innovative policy research at the intersection of international development, foreign policy and global security issues, with a focus on the soft power tool kits of non-Western players like China and Russia. In this key role, you will manage large research grants with a multitude of high-level stakeholders and partners, oversee the implementation of programs across multiple partners and will supervise internal team members to implement projects on the ground. Additionally, this position will prepare research proposals, and will facilitate policy outreach and data management. This position will involve frequent domestic and international travel to communicate high impact policy findings with policymakers, academics, and international media.
Applicants will be considered for either of AidData’s TDF positions (Program Manager OR Specialized Program Manager) depending on experience, qualifications, etc.

Required Qualifications

Program Manager (01146W):
• Bachelor’s degree in economics, social sciences, public policy, or related field
• 1-2 years of experience delivering high quality outputs.
• Excellent management and organizational skills along with strong quantitative skills
• Fluency and excellent communication skills in English
• Flexible, self-motivating, detail-oriented, able to manage multiple tasks efficiently, a team player
• Demonstrated ability to manage high-level relationships with partner organizations
• Ability to work independently and collaboratively in a demanding and complex work environment, to carry out assignments in a timely manner, and to adapt to changing situations and priorities
•Strong and effective interpersonal and communication skills and the ability to interact professionally with a diverse group of researchers, clients, partners, data users, and staff

Specialized Program Manager (01175W):
• Bachelor’s degree in economics, social sciences, public policy, or related field
• Demonstrated academic and/or professional experience working on issues pertaining to the soft power tool kits of non-Western players like China and Russia.
• 2-5 years of experience delivering high quality outputs in a professional setting (preference given to those with program management experience)
• Exceptional management and organizational skills along with strong quantitative skills
• Fluency and excellent communication skills in English
• Flexible, self-motivating, detail-oriented, able to manage multiple tasks efficiently
• Demonstrated ability to manage high-level relationships with partner organizations
• Ability to work independently and collaboratively in a demanding and complex work environment, to carry out assignments in a timely manner, and to adapt to changing situations and priorities
•Strong and effective interpersonal and communication skills and the ability to interact professionally with a diverse group of researchers, clients, partners, data users, and other AidData staff

Preferred Qualifications

Program Manager (01146W):
• Knowledge of Stata, R, ArcGIS, QGIS or other data analysis software is strongly preferred
• Experience conducting research on Chinese official/development finance,blended finance, BRICS, South-South cooperation, familiarity with contemporary development issues, major actors, etc.
• Willingness to travel abroad, at times on short notice
• Previous experience leading international development research in a project and client management capacity preferred.

Specialized Program Manager (01175W):

• Master’s degree in economics, social sciences, public policy, or related field
• Knowledge of Stata, R, ArcGIS, QGIS or other data analysis software is preferred
• Advanced experience conducting research on Chinese/Russian soft power, blended finance, BRICS, South-South cooperation, contemporary development issues.
• Willingness to travel abroad, at times on short notice
• Previous experience leading international development research in a project and client management capacity preferred.
