Financial Operations Manager Job Number Full/Part Time Schedule Salary 201907264642 Full Time 8AM - 5PM $69,000 - $119,200 Position Information The Financial Operations Manager (FOM) facilitates the financial operations for the Department of Physics & Astronomy which includes contract & grant administration, purchasing, travel and financial matters under the general supervision of the Financial and Administrative Officer (FAO); fully responsible for departmental financial and administrative functions in the FAO's absence. Directly supervises four employees and indirect supervision of additional support staff in the absence of the FAO. Exercises independent judgement in solving day-to-day operational problems and in making recommendations concerning departmental resources, policies, practices, and operations. Anticipates operational problems and develops recommendations for review and implementation. The Department of Physics & Astronomy is a large and complex operation encompassing teaching, extensive research and outreach components. The department supports 44 faculty and 195 non-senate academics, postdocs, graduate students, and administrative staff; $21 million dollars per year in expenditures and $10M in extramural funding administered over 250 discreet fund sources; 80 proposals submitted per year; over 75,000 assignable square feet of space in 4 office and laboratory buildings.The Department of Physics & Astronomy engages in research programs in nuclear and particle physics; condensed matter physics; surface physics; atomic, molecular and optical physics; biophysics; materials and nanoscale physics; astronomy, astrophysics; cosmology and astroparticle physics.The Department's mission is to maintain a research and teaching environment that integrates research in several subfields of physics and astronomy and infuses that research into undergraduate and graduate education. These programs use facilities located on the UCR campus and at national and international laboratories. The faculty and their research and educational mission are currently supported by 15 administrative and technical staff.Finalists will be required to complete a skills Assessment as part of the selection process.The budgeted salary range for this position is $69,000 to $85,750, depending on experience. Required BA in accounting or finance (Analyst III Supervisor); MBA, CPA, (Analyst IV-Supervisor) or other advanced education or certification in accounting or finance Preferred
Experience Experience Requirement 6 - 10 years of related experience. Required Previous supervisory/managerial experience. Preferred
Minimum Requirements Experience preparing grant proposal and/or operational budgets
Solid skills to quickly evaluate complex issues and identify resolution.
Demonstrated skills in employee supervision and HR administration.
Interpersonal skills to effectively motivate others.
Solid organizational and customer service skills to effectively manage multiple priorities.
Solid knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.
Solid knowledge of common organization-specific and other computer application programs.
Solid interpersonal skills including verbal and written communication, activelistening, critical thinking, persuasiveness, advising, and counseling to effectively motivate others.
Solid knowledge of the organization's processes, protocols and procedures with a focus on budget, account and fund management and/or personnel management within labor contract(s) and personnel policy.
Demonstrated experience with pre- and post-award phases of contract & grant administration.
Preferred Qualifications Experience in an academic environment providing support for staff and/or faculty.Knowledge of current University policies and procedures, and a working knowledge of laws, regulations, policies, and procedures which apply to this position.
