The Global Digital Policy Incubator (GDPi) is part of Stanford University's Cyber Policy Center within the Freeman Spogli Institute for International Studies (FSI). GDPI is a multi-stakeholder collaboration hub for the development of norms and policies to protect human rights, civic space and democratic processes in digital society. We evaluate the human-rights impacts of digital technologies themselves, as well as the impacts of policy and regulatory responses to the technology, with particular emphasis on risks to free expression, privacy, security, and democratic engagement. We also explore practical and conceptual governance challenges related to content moderation on global digital platforms and address threats to democratic processes and civic space from digital disinformation. We are working to assess the evolving roles and ethical responsibilities of private sector technology companies, not just to their users and consumers, but to the broader societies in which they operate. Additionally, we are engaged in an examination of the implications of our growing reliance on artificial intelligence (AI) for democratic accountability and human rights.

Thematic priorities: Our work revolves around four broad areas:
  1. Impact of government regulation and utilization of digital technologies on human rights, civic space and democratic values;
  2. Impact of private sector technologies and policies on human rights, civic space and democratic processes;
  3. Governance of AI and implications of AI for human rights and democratic accountability;
  4. Emerging multi-stakeholder models of governance and digital policy development.

Programs: We convene complex cross-regional, cross-disciplinary, multi-stakeholder programs to help government, private sector and civil society actors work together to develop norms and craft policies that protect human rights in the digital context. Our aim is to help policy-makers and other stakeholders effectively address the risks associated with digital technology in ways that are consistent with universal human rights so that society can capitalize on the benefits of digital technology.

Job Summary
The Associate Director, Program will develop and lead GDPi's programmatic priorities and partnerships. This role is responsible, with guidance from the Executive Director and PI and in coordination with the Associate Director, Research, for establishing program strategy, identifying and prioritizing programmatic and funding opportunities, and maintaining and expanding the program's network and relationships with others in the field, including with governments, private sector-technology companies, civil society and international policymakers. The Associate Director, Program will represent and promote GDPi both within and outside of the University, including to high-level actors in government, business, and civil society. The Associate Director, Program role will have responsibility for the organization of events, the development of new programmatic opportunities, and the coordination of convenings and cooperation with partners.

Specific responsibilities include:
  • Lead the development of GDPi's strategic priorities as relates to policy-development programs, convenings, events and other programmatic components.
  • Manage the implementation of these programmatic priorities, as well as coordinating the evaluation of outcomes. Ensure that all programs are in compliance with university policies.
  • Organize conferences, convenings and other events at Stanford and in collaboration with other Stanford entities, as well as with other Silicon Valley public and private companies to support these programmatic priorities.
  • Represent GDPi's programmatic priorities both internally at the university and to external stakeholders.
  • Develop and maintain GDPi's relationships with partner organizations and individuals working at the intersection of digital policy and democracy, particularly those in civil society organizations or working in international organizations.
  • Develop and build relationships with government policymakers in both the executive and legislative branches, particularly in the United States.
  • Manage GDPi's outreach strategy with regard to programmatic priorities, including maintaining relationships and amplifying GDPi's profile within the digital policy space.
  • Conduct outreach for GDPi through media appearances, op-eds, and active participation in relevant conferences and events.
  • Work to strengthen and build GDPi's relationships and reputation across the Stanford University community by engaging with faculty and researchers in various disciplines working on issues related to digital policy, and liaising with relevant student groups to identify speakers and co-sponsors for events of mutual interest.
  • Oversee and coordinate the work of other GDPi employees working on programmatic priorities.
  • Help arrange for and engage visiting speakers and policymakers.

JOB PURPOSE:
Lead and manage programs or functions under minimal supervision.

CORE DUTIES*:
  • Lead the planning and operations for programs or functions that have significant business, regulatory and/or technical challenges requiring subject matter expertise.
  • Evaluate programs or functions, policies and procedures. Identify issues, and develop alternative solutions which may include changes to programs, policies and procedures.
  • Review and analyze trends to advise and develop recommendations to achieve or modify the goals of the program or function.
  • Represent the program or function within the department, unit or school by committing resources and provide information and/or training. Represent the program or function at the university level and/or to external/internal stakeholders and constituencies.
  • Manage and contribute e to the development of outreach strategy that may include relationship development, communications and compliance.
  • May develop and/or oversee budgets; manage finances including monitoring, analyzing, forecasting, and reporting.
  • Assess training needs and may develop associated training.
  • May direct and/or supervise staff.

    MINIMUM REQUIREMENTS: Education & Experience:
    Bachelor's degree and five years of relevant experience, or combination of education and relevant experience.

    JD or advanced/Master's degree plus five years of relevant experience preferred. Experience working either within government, civil society, or international organizations preferred. Experience in fields of digital/cyber policy, technology, and their impact on democracy/human rights, with a focus on relationship building, networking, and strategic planning is necessary.
