Work Conditions

While work is primarily indoors, the employee shall maintain appropriate readiness for outside inclement work as required by immediate circumstances. The employee will regularly inspect the entire campus for security and safety issues.

Employee is on call 24/7/52 to respond to campus security and/or safety problems. Employee must carry and maintain a personal cellular telephone, subject to College business use reimbursement rules.

Duties of Position

Responsible for the efficient operation and general supervision of delegated functions of the Harper College Police Department. These functions include, but are not limited to coordination, direction and supervision of police personnel assigned to Patrol Operations and Communications, training officer, court liaison, parking ticket appeals and other duties as delegated by the Chief of Police, Harper College Police Department.

Supervises the day-to-day activities of department personnel and ensures the efficient operation of the department.

Reviews submitted reports to ensure accuracy, completeness, and professionalism. Includes the proper classification of said reports with respect to requirements of the National Incident Based Reporting System (NIBRS) and the Illinois Uniform Crime Report (IUCR). Determines status of reports submitted with regard to investigation, referral. and/or closure.

Determines work schedules and shifts to provide for the safety of the college community and the security of their assets as well as the assets of the institution.

Oversees the impartial enforcement of College policies, Village and City Ordinances, County Ordinances, State and Federal laws.

Assists in the development and maintenance of an inspection program for College facilities by department personnel to identify hazards and unsafe conditions that could lead to injury and the recommended action to remedy identified hazards.

Identifies training needs and recommends/obtains appropriate training courses to ensure that the core competencies required of department personnel are developed and maintained at a professional level.

Ensures that department personnel obtain/maintain certification required by the nature of their positions.

Ensures scheduling of department personnel related to cases referred to the Vice President of Student Affairs for student misconduct and civil/criminal court appearances as required.

Serves as the point-of-contact to the Clerk of the Court of Cook County to ensure department personnel comply with all court-related rules, regulations and mandates.

Researches/investigates/recommends equipment needs required to conduct the affairs of the Harper College Police Department

Assists the Chief of Police, Harper College Police Department with the preparation of the Department’s annual budget requests to include Capital Outlay items.

Assists the Chief of Police, Harper College Police Department with the preparation of annual evaluations of all personnel.

Serves in the capacity of Chief of Police, Harper College Police Department in the absence of the Chief of Police.

Remains available for consultation with respect to impending public safety needs, via pager/radio/telephone 24 hours per day, seven days per week, 365 days per year.

Ensures employee compliance with mandates of the current labor contract.

Ensures department personnel understanding/compliance of all public safety operational procedures.

Evaluates department personnel skills/conduct and provides direct employee feedback on an ongoing and immediate basis.

Assists the Chief of Police, Harper College Police Department in identifying and placing the necessary procedures in place to ensure professionalism.

Serves as a role model to all department personnel.

Instills the Institutional Core Values: integrity, respect, excellence and collaboration, through every interaction and deed.

Performs related duties as assigned.

Educational Requirements

Bachelor’s Degree in Criminal Justice or related field or equivalent experience required. Master’s Degree preferred. Prefer above with graduation from FBI’S National Academy, Southern Police Institute Administrative Officer’s Course or Northwestern University’s Staff and Command School.

Experience Requirements

A minimum of ten years law enforcement experience to include at least five years of significant supervisory level experience.
