NC State University is committed to fostering a culture of compliance, integrity, and responsible risk management. As part of its commitment, NC State is seeking experienced and innovative candidates for a newly-created position of Chief Compliance, Enterprise Risk Management, and Ethics Officer (CCRMO). Reporting directly to the Chancellor, the CCRMO will be responsible for central oversight and coordination of the Compliance and Enterprise Risk Management functions at the university. The CCRMO also manages a small staff that would include experienced compliance personnel (2 or 3) and will be expected to work closely with the Office of General Counsel and the Internal Audit Division, among others.
The CCRMO is responsible for:
•Providing overall strategic oversight and coordination of the University’s compliance efforts, including coordination of the University’s compliance governance structure, Compliance Plan, oversight of the Compliance Steering Committee and other working groups.
•Monitoring compliance with federal, state, and local regulatory requirements in collaboration with Compliance Owners throughout the University, including the Office of the Provost, General Counsel, Athletics, Finance and Administration, OIT, Environmental Health and Safety, Division of Academic and Student Affairs and other departments and units as appropriate.
•Evaluating the effectiveness of the University’s compliance obligations and efforts and providing guidance to internal university constituents on best practices related to compliance.
•Assisting in responding to federal agency reviews and investigations.
•Designing, implementing, and maintaining programs, policies, and practices to ensure compliance with federal, state, and local regulations.
•Directing the collection and analysis of data to meet compliance requirements and in response to findings and recommendations of internal and external audits.
•Providing strategic advice regarding the incorporation of the University’s core values into a culture of compliance, ethics, and integrity.
•Along with HR and other units across the university, developing and maintaining training and education on relevant regulatory and compliance subjects, including research compliance, data security, data privacy, laboratory safety, Title IX, athletics, Clery Act, HR compliance obligations, Ethics Act, False Claims Act, Financial Aid, and others.
•Developing, coordinating, and/or participating in educational and training programs focusing on elements of risk management, and ethics.
•Consulting, collaborating, and/or coordinating on internal investigations of compliance issues, working with the specific units or departments who are the subject matter experts.
•Initiating and monitoring corrective action and processes improvement as needed in conjunction with functional Compliance Officers.
•Assessing internal and external compliance environments across the institution.
•Leading and managing the University’s Strategic enterprise risk management process, including providing oversight and strategic guidance in identifying, managing and mitigating risks identified through the Enterprise Risk Management process.
•Providing advice and consultation to unit operational risk managers on identifying, handling, and mitigating risks.
•Tracking and updating progress toward mitigating and addressing risks identified through the strategic enterprise risk management process.
•Providing updates to the Chancellor and the Board of Trustees on activities related to compliance and enterprise risk management.
•Managing NC State’s Ethics Hotline, in coordination with the Internal Audit Division.
• Other duties as assigned.Minimum Education/Experience
•An advanced degree (Masters, JD, MBA, or PhD) in a relevant field from an appropriately accredited institution. In lieu of an advanced degree, candidates must possess a relevant bachelor’s degree and extensive related experience.
•5+ years related experience in compliance and/or strategic or enterprise risk management-related functions.Departmental Required Skills

•Ability to develop and/or interpret complex regulatory requirements and the ability to communicate technical and complex concepts.Preferred Experience, Skills, Training/Education
•Significant legal, regulatory, audit, and/or compliance experience at a higher education institution.
•Demonstrated knowledge and understanding of emerging trends and regulatory requirements affecting a large, research-based institution of higher education, including Federal Sentencing Guidelines, environmental health and safety, FERPA, Title IX, Clery Act, ADA, employment and hiring compliance, federal and state privacy issues, GDPR, research compliance, and financial aid.
•Demonstrated knowledge and understanding of Enterprise Risk Management models and programs; demonstrated knowledge and understanding of risk mitigation strategies in a decentralized environment.Required License or Certification
