Job Description
Director of Financial Management and Operations will oversee and manage the financial reporting and analysis for the program. The position will led the strategic & multi-year planning and forecasting using financial modeling techniques/programs. The program has a combined budget in excess of $80M. The position will oversee and manage the day-to-day service centers (~$15M in billings) and cost pools (~ $15M) as well as overseeing and managing the day-to-day operations of payroll, procurement, and travel programs. In addition, support asset management and space management.
As the Director, you will provide the monthly/quarterly financial reporting package, run and analyze financial reports, work with other directors on the financials and make projections and forecasts for the program. You will collaborate with other Directors in developing and consolidating the yearly budgets and will monitor them on a monthly basis.
You will have financial oversight of our Cores and Service centers (~ $15M in billings), reviewing & developing rates, budgets and managing the billings for all customers. In addition, will be responsible for adherence and compliance to all guidelines and regulations.
You will have financial oversight of operational cost pools (~$15M), managing, developing, and allocating budgets and costs for each. In addition, will be responsible for adherence and maintaining methodologies and best practices for the cost pools.
You will have financial oversight for payroll, procurement operations and travel programs. In addition, support asset and space management.
You will utilize and design technological systems, policies, and procedures that allow for optimal use of resources in performing procurement operations, payroll process, travel program. Perform annual audits related to petty cash, procards, payroll, timesheets, and any other relevant activities. The position will work closely with program community and will be charged with establishing and monitoring financial and administrative policies and SOP's. He/she will be responsible for ensuring the accuracy and timeliness of payroll processing. He/she will have a full understanding of the chart of accounts to allow him/her to approve purchasing and expenses to be booked to the correct areas in the general ledger.
Position will exercise sound stewardship of financial resources to insure compliance with related policies and procudures, including Program, School of Medicine, University, federal and any other regulations.
The Position will provide leadership, professional development, and supervision of direct reports. The position will report directly to the Executive Director, Fiscal Operations.
Qualifications:
A Bachelor's Degree and 7-10 years of experience or equivalent combination of education and experience required. A MBA with an emphasis in Finance is highly desired. Experience managing financial functions - accounting, budgeting, control and reporting - from multiple funding sources. Specific experience in managing governmental/private grants and contracts, as well as experience developing revenue projections, and financial models and budgets. Higher Ed, Academic Medical Center, and non-profit finance experience desirable. Excellent analytical and organizational skills; well versed in using accounting software tools. Demonstrated ability to work as a productive member of the management team. Demonstrated track record of setting and meeting goals. Ability to set priorities, analyze and resolve problems. Demonstrated experience attracting, managing, developing, evaluating and retaining staff. Ability to lead, influence and motivate individuals and teams. An effective communicator with strong oral and written skills and a willingness to share information; collaborative and flexible style, with a strong service mentality. Experience in BEN financials, Hyperion, Penn ERA, TEM, Concur, SOMERA, Polaris, ARIES, Research Inventory, Fides, PHS-Fits, Webi, ERACommons, ASSIST, SAM, eCPS, Proposal Center, NIH RePorter is a plus.
