General Statement of Responsibilities

Provides leadership in teaching, learning, and service by focusing on the individual and modeling respect, dignity, and integrity. Responsible for the direction and coordination of instructional department programs and/or college-wide self-support activities. Provides leadership in the development of instructional services goals and objectives, ensuring the educational philosophy and institutional vision, mission and long- and short-range goals of the college are met. Provides leadership for fiscal planning and budget administration to accomplish goals within established budget processes for areas of responsibility. Represents the college in the community and establishes and maintains effective working relationships with state and local agencies. Maintains knowledge of and exercises judgment in the application of college policies and procedures, collective bargaining procedures, and state and federal laws and regulations.

Supervision Received
Works under the general supervision of the Vice President of Instruction/Chief Academic Officer (CAO).

Supervision Exercised
Supervises Management, Faculty, Classified, Student, Volunteer, and/or Temporary Instructional Services Department staff.

Examples of Duties - Essential Functions

  1. Directs and coordinates assigned instructional programs and course offerings, service delivery, and/or self-support activities. Links curriculum to employment and enrollment trends and coordinates programs with appropriate college personnel.
  2. Actively participates in management meetings, councils, and applicable committees. Works collaboratively with other departments, Student Services, and College Services personnel for the purpose of coordinating programs and overall planning and operation of assigned functions. Acts as liaison to other internal departments/functions and represents the division/college with external organizations. Acts as the Instructional Division liaison to operations on an assigned campus of the district, including participation in the ad hoc leadership of the campus.
  3. Participates in the selection of department staff, including faculty, department chairs, directors, and coordinators. Schedules, supervises, trains, and evaluates performance of assigned staff. Creates and implements retention strategies.
  4. Assists the CAO in the development of long- and short range strategy, goals, and objectives relating to the division and district. Contributes to the development of policy and procedures. Provides policy/procedure/goal/expectation interpretation as requested or required. Guides the applicable departments and staff through strategic planning and setting goals and objectives.
  5. Facilitates the development and management of assigned department budgets including expenditure recommendations; account reconciliation; grant research/development; and resource allocations. Prioritizes allocations in accordance with sound fiscal practices and institutional goals.
  6. Directs and assist with annual program evaluation processes in assigned areas; participates in division-wide assessment incorporating results of annual evaluation and collaborates to determine directions for academic master planning.
  7. Provides instructional administration including: Represents the programs/departments in committees; facilitates resolution of student issues; directs activities and outcomes of the programs/departments; and communicates with appropriate parties regarding policy and procedure, changes impacting the programs/departments, licensing, and accreditation.
  8. Remains current regarding Administrative Rules, Board of Education policies, certification requirements, and federal, state, and local regulatory requirements specific to areas of responsibility.
  9. Performs other duties as assigned.

Screening Criteria


Education and Experience: A Master's Degree in Education, Curriculum development, or directly related field is required. Five years of increasingly responsible experience in teaching, curriculum development, educational administration, program planning/ development, and personnel management with exposure to budgeting is required. Experience in an educational setting, including instructional supervision strongly preferred.

Only degrees received from an accredited institution will be accepted: accreditation must be recognized by the office of degree authorization, US Department of Education, as required by ORS 348.609. Final candidate will be required to provide official transcripts for required degree.

Any satisfactory equivalent combination of education and experience which ensures the ability to perform the essential functions of the position may substitute for the requirement(s).

Licenses: For assignments requiring operation of a motor vehicle, possession of a valid Oregon Driver's License and proof of an acceptable driving record are required. New employees establishing resident status in the State of Oregon must obtain an Oregon driver's license within 30 days (ORS 807.020 (1)).

Knowledge of: Career and technical education content; adult learning theory and contemporary practices; strategic planning and budgeting; diversity programs; program management practices; community college and mission and purpose; computer programs including Microsoft Office Suite® products; and personnel management concepts and practices to include collective bargaining.

Skills: Strong verbal and written communication skills; conflict-resolution and problem-solving skills; listening skills; current and relevant computer skills; budgeting skills; leadership and supervisory skills; and planning and organizational skills.

Physical Demands of Position:The physical demands listed below represent those that must be met by an incumbent to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with qualified disabilities to perform the essential functions.

Manual dexterity and coordination are required for about 25% of the daily work period which is spent sitting while operating office equipment such as computers, keyboards, 10-key, telephones, and other standard office equipment or driving. While performing the duties of this position, the employee is frequently required to sit, stand, walk, reach, bend, kneel, stoop, twist, crouch, see, talk, hear, and manipulate objects. The position requires some mobility including the ability to move materials such as books, files, etc. up to 5 pounds daily and 5-25 pounds rarely. This position may be required to sit for long periods of time in meetings or driving. Requires both verbal and written communication abilities.

While performing the duties of this position, the employee is primarily working indoors in an office environment. Participation in outdoor student events may be required. The employee is not exposed to hazardous conditions. The noise level in the work environment is usually moderate and lighting is adequate.

Position Information
This is a Full-Time Fixed-Term Exempt position in the Instructional Services Division. Compensation is based on Grade N on the 2019-2020 Management, Administrative, and Professional Employee Salary Schedule. Position is fixed-term through 6/30/2020.
