The Division of Administration and Finance is ultimately responsible for all financial and administrative activities of East Carolina University and its affiliated Foundations. The Division consists of Financial Services, Campus Operations, Enterprise Risk Management, Information Technology and Computing Services, Human Resources, Business Services and various support activities related to the ECU affiliated Foundations. The Division is led by the Vice Chancellor of Administration & Finance. The Vice Chancellor is responsible for oversight of the policies, personnel, budgets and administrative activities of all operations at East Carolina University and its affiliated Foundations. The Division is responsible for more than $400 million of activities within the University and its affiliated Foundations. Within the Division, Financial Services is responsible for all budget and financial activities of East Carolina University and its affiliated Foundations. The mission of Financial Services is: To provide for the financial needs of the University and its Foundations in a customer-oriented, friendly environment while assuring the proper stewardship of all fiscal resources.

Job Duties

This position will be responsible for canceling checks, processing returned affidavits in accordance with NC State Treasurer guidelines, payroll Banner process, Accounts Payable and Payroll check distribution, approval of AP clearing account journal entries, monthly AP clearing account reconciliation, E-invoice errors (research and solve problem), dual employment payments (compliance with NC Office of State Human Resources guidelines regarding when dual employment applies and when it does not apply), returned ACH payments, weekly/biweekly bank load, check fraud, weekly cash projections, PGRX over payments audit, checking AP reports (daily, weekly, monthly, as needed), 4% state withholding, backup for check write process, management of scanning/proofing area and check writing functionality and the entire Accounts Payable unit when the AP Director is unavailable to do so. This includes directing the operational activities to ensure duties are performed timely and accurately. Responsible for the assignment of specific tasks and scheduling of these assignments to ensure timely and accurate processing of University payments and data entry of all types. This position is responsible for processing outgoing domestic and foreign wires, all wires and weekly cash projections for state funds. All these payment processes must meet state requirements and university policies. The position often works with internal and external customers resolving various issues regarding policies and procedures. Responsibilities include developing and monitoring operational policies and procedures. Includes reading, interpreting, analyzing and writing policies and procedures with the knowledge and application of all State and Federal rules, regulations and laws as they relate to the University and its related Foundations.

KEY RESPONSIBILITIES:
Handles all domestic and foreign wire payments
Canceling checks
Research and deposit incoming checks including monthly reconciliation of AP Clearing account
Research returned ACH payments
Research returned AP checks and issue affidavits as needed
Monthly state withholding for all 4 entities (ECU, ECU Foundation, ECU Medical Foundation and ECU Educational Foundation)

Minimum Education/Experience

High school diploma or equivalency and one year of experience in accounting work; or equivalent combination of training and experience.
