Technology Services has an opening in our Business and Finance group for a IT Procurement Analyst or Senior IT Procurement Analyst. The position will provide an array of business services to Technology Services internal units, including procurement (bid, RFP, and sole source development, contract negotiation), and other business functions, and will implement and manage fiscal procedures. The incumbent will be expected to work with management and staff of Technology Services units to streamline and implement strong fiscal controls.

PRIMARY POSITION FUNCTION/SUMMARY for IT Procurement Analyst:

Provide procurement and business support for Technology Services at the University of Illinois at Urbana-Champaign. Provide procurement development, support and training for the Business Office and all Technology Services staff.

DUTIES AND RESPONSIBILITIES for IT Procurement Analyst:

  • Review all internal requests for purchases of goods and services to determine appropriate sourcing methods, CFOAPA information, and compliance with law, regulations, policies and procedures.
  • Work with end users to ensure all applicable procurement documentation is submitted for all internal procurement requests.
  • Work with other Technology Services Procurement staff in the negotiation, approval, and oversight of purchase contracts.
  • Submit and monitor contracts in the Illinois Contract System (iCS).
  • Serve as a backup liaison for procurement and contract matters with the campus and to the Technology Services Business Office.
  • Coordinate with Technology Services units and University Purchasing to develop requests for proposal (RFP’s), bids, and sole sources.
  • Update and reconcile Technology Services internal procurement system to ensure each transaction is efficiently moved through the entire procurement process.
  • Coordinate all procurement renewals, including fiscal year-end closing.
  • Maintain and review daily and monthly procurement reports.
  • Assist with training to Technology Services staff on the internal purchasing systems.
  • Assist with the coordination and facilitation of departmental travel, as necessary.
  • Responsible for identifying issues, developing solutions, and streamlining business processes and policy. Serve as a backup for Asset Management as needed.
  • Serve as a backup for all accounts payable operations, including the analysis, and processing of utility statements.
  • Serve as a backup for shipping and receiving management.
  • Attend staff meetings and participate in training programs, seminars, classes.
  • Ensure excellent customer service throughout Technology Services.
  • Represent Technology Services on University-level projects, such as business system user groups, testing, and focus groups. Perform other related duties as assigned.

QUALIFICATIONS for IT Procurement Analyst:

Education:

Required:

  • Bachelor’s Degree in business administration, management or a field related to the position.

Experience:

Required:

  • Two years of professional level purchasing, bidding, contracts and business operations experience, one year of which was at an administrative level.

Preferred:

  • Experience with using business application software, such as spreadsheets, databases, word processing, and web tools.
  • Experience with the Illinois Contract System (iCS), TEM and EDW reporting.
  • Experience with using business application software, such as spreadsheets, databases, word processing, and web tools.

Knowledge, Skills, and Abilities:

  • Knowledge of University’s business system including but not limited to Banner, iBuy.
  • Basic understanding of information technology services.
  • Excellent oral and written communication skills.
  • Knowledge of University’s Business Policies and Rules.

Provide procurement and business procedures support to the Technology Services Business Office. Provide management support, procurement development, and training for the Business Office and all Technology Services personnel.

DUTIES AND RESPONSIBILITIES for Senior IT Procurement Analyst:

  • Act as the main procurement and contract liaison to the campus and to the Technology Services Business Office in absence of the Lead IT Procurement Analyst.
  • Represent Technology Services on University-level projects, such as Contract Management System, campus Purchasing related initiatives, iBuy RFP development and evaluation.
  • Coordinate with Technology Services units and campus Purchasing to develop complex purchasing requests for proposal, bids, and sole sources.
  • Responsible for participating with Business and Finance supervision in developing, implementing, and managing the fiscal procedures for Technology Services unit’s financial operations.
  • Responsible for identifying issues, developing solutions, and streamlining business processes and policy. Oversee all procurement renewals, including fiscal year-end.
  • Participate in the development, planning and implementation of unit fiscal operations.
  • Work with Lead IT Procurement Analyst in the negotiation, approval, and oversight of purchase contracts.
  • Provide training to Technology Services staff on purchasing systems and methods, contract management, iBuy.
  • Assist Lead IT Procurement Analyst with Asset Management on occasion.
  • Attend bi-weekly staff meetings and participate in training programs, seminars, classes.
  • Ensure excellent Customer Service throughout Technology Services.
  • Assist with the coordination and facilitation of departmental travel, as necessary.
  • Serve as a backup for Asset Management as needed.
  • Serve as a backup for all accounts payable operations, including the analysis, and processing of utility statements.
  • Serve as a backup for shipping and receiving management.
  • Perform other related duties as assigned.

QUALIFICATIONS for Senior IT Procurement Analyst:

Education:

Required:

  • Bachelor’s Degree in business administration, management or a field related to the position.

Experience:

Required:

  • Three years of professional level purchasing, bidding, contracts and business operations experience, one year of which was at an administrative level.

Preferred:

  • Experience with using business application software, such as spreadsheets, databases, word processing, and web tools.
  • Experience with the Illinois Contract System (iCS), TEM and EDW reporting.

Training, Licenses or Certifications:

Preferred:

  • Certified Professional Public Buyer (CPPB)

Knowledge, Skills, and Abilities:

  • Knowledge of the Illinois Procurement Code, and the Public Institutions of Higher Education Standard Procurement Rules.
  • Knowledge of University’s purchasing policies and rules.
  • Basic understanding of information technology services.
  • Excellent oral and written communication skills.
  • Knowledge of University’s Business Policies and Rules.

This is a full-time Civil Service Business/Administrative Associate position appointed on a 12-month service basis. The expected start date is as soon as possible after August 29, 2019. Salary is commensurate with experience.
