Anticipated Hiring Salary: $3,288 - $3,452 per month
Note: This is a full-time (equivalent to 40 hours per week), probationary, non-exempt position.
Under general supervision of the HR Manager for Benefits, the incumbent performs a wide variety of administrative and technical duties in support of multiple Human Resource programs. The majority of work is administrative and analytical in nature with duties covering operational, policy and program research, analysis, and evaluation for the effective delivery of service to new and existing faculty, staff and administrators.
The primary purpose of this position is to coordinate and provide ongoing professional and administrative support to the Human Resources Department in support of the Benefits, Fee Waiver and Leave programs. Day-to-day work is performed independently and under general supervision. Work is supervised in terms of overall accomplishments. The incumbent is expected to set their own priorities. Assignments are varied requiring the use of judgment and discretion in interpreting and applying standard policies and procedures.

Create and update written correspondence and charts.
Key PeopleSoft enrollments, family status changes, and Open Enrollment documents with required documents (i.e., marriage, birth, dissolutions, adoption)
Prepare correspondence and documents for active, separating or retiring employees (i.e., COBRA, Direct Pay, Retiree dental). Process Retiree benefits, confirm sick leave credits and Retiree Dental enrollment with CalPERS
Monthly FTP processing for Dental (SCO) and Vision/Life/LTD (ABS)
Meet and counsel assigned staff on: Service or Disability retirement process, retiree options, CalPERS service credit vesting, service credit purchases, retirement formulae, retirement benefits, reciprocity, and rehired annuitant regulations including Medicare eligibility.
Run monthly Benefits Deduction Report to ensure deduction(s) were set-up for new hires, family status changes, and Open Enrollment. Audit and provide discrepancies to Lead Benefits Analyst.
Meet with separating employees regarding COBRA benefits and related CALPERS options.
Affordable Care Act (ACA): Monthly entry of ACA coding into PIMS in ACAS program for each new hire./emergency hires/student assistants. Utilize Safe Harbor reports from CSU Chancellor's Office, SCO reports and CMS reports. Research multiple appointments in ACAS using PeopleSoft Job Data and employment history in PIMS. Audit and correct entries in ACAS per CSU Technical letters, Personnel/Payroll SCO letters, CMS reports.
CalPERS Dependent Eligibility Verification Audit (DEV): Create correspondence and emails. Follow-up with requested documentation for employees schedule on quarterly audit. Transmit receipt of required documentation to CalPERS.
CalPERS Reciprocal Self-Certification Forms: Monthly transmittal to State Controller's Office eligible. Certify appropriate CalPERS retirement formula for new hires or newly eligible CalPERS members. Send CalPERS eligibility correspondence per Payroll Technicians email.
Provide support on project/events/workshops (e.g. open enrollment, Benefits Fair, New Faculty/Employee Orientation) in coordination with the HR Manager-Benefits and Lead Benefits Analyst.
Conduct Employee Benefit Orientations for new employees and ACA eligibility. Meet and counsel new employees on enrollment of benefits.
Prepare correspondence for employees on leave programs as directed by Leave Coordinators
Contact EDD for NDI authorizations, extensions, corrections and cancellations.
Notify appropriate Union of Catastrophic Leave Donation participant(s).
Compile and send monthly Catastrophic Leave Donation list of participants with appropriate approval for on campus communication.
Enter and maintain Family Medical Leave tracking in PeopleSoft to determine entitlement, usage and exhausted benefit for full-time, partial and intermittent leaves.
Prepare file and Family Medical Leave documents for eligible Workers Comp related cases.
Run monthly reports in PeopleSoft for Family Medical Leave intermittent tracking
Fee Waiver Program:
Coordinate all aspects of program (Fall, Spring, Summer and CSU Summer Arts):
evaluate and approve applications; review (approve or deny) Individual Development Plans; ensure records are properly coded in PeopleSoft; analyze participation data and generate related internal and external reports; notify participants/employees of tax implication where appropriate; and ensure program compliance with collective bargaining agreements, university policy and system wide policy.
Prepare correspondence and spreadsheets.
Update forms and website to reflect current process and requirements

Knowledge, Skills, and Abilities:
Knowledge of benefits, leave and retirement programs, policies, practices, and procedures
Thorough knowledge of applicable university infrastructure, policies and procedures
Understanding of the workflow and administrative processes associated with the benefits, employment, recruitment, classification and compensation program and a general understanding of all other areas of Human Resources
Demonstrated knowledge of English grammar, spelling, and punctuation, and ability to communicate effectively in written and email format
Demonstrated proficiency using Microsoft office software (Excel, Word, PowerPoint) and Adobe Acrobat Pro
Knowledge of software used to update and maintain websites
Skill in identifying and resolving routine problems and the appropriate point at which to refer such issues to higher authority.
Demonstrated ability to communicate effectively orally in individual and large group settings
o Remain current on all CSU benefits, CalPERS retirement, Fee Waiver, Leave programs and CSU/State/Federal leave programs for staff and faculty and communicate effectively with the campus community
o Compose correspondence, fliers, and presentations
o Analyze data and create accurate spreadsheets using business mathematics
o Prioritize workload as appropriate and remain flexible in adapting to changing priorities
o Organize work and projects with multiple priorities
o Make independent decisions and exercise sound judgment
o Addresses a wide range of problems which require interpreting policies and procedures and using ingenuity to develop practical, thorough and creative solutions
o Maintain confidentiality of all files and processes
o Maintain good working relationships with co-workers

A history of regular attendance and positive performance evaluations
Education and Experience:
A bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices,or programs
Two (2) years of experience and working knowledge in Benefits
Experience with PeopleSoft Human Resources software
Experience working in Human Resources in the public sector
