 Job Summary:The Section of Adolescent Medicine is within the Department of Pediatrics, University of Colorado School of Medicine, with a mission of patient care, medical education, and research. Under the direction of the Program Director and Section Head, the Program Manager is responsible for the oversight of program development and practice operations. The Program Manager is a strategic leadership position that will manage overall operations of the practice, executing the vision and strategy for future growth. Responsibilities include recommending practice objectives to ensure financial viability through strategic planning to meet the long-term goals of the practice while providing expertise to ensure all patients receive high quality, efficient and confidential care.
Examples of Work Performed:
  • Develops ongoing strategic business plans to explore future funding sources related to training, research, program development and expansion.
  • Monitors the program budget, oversees regulatory compliance, contracts and vendor relations with both Children's Hospital Colorado and University of Colorado. 
  • Develops specific goals, standards and objectives that directly support the strategic plan of the clinic as well as the organization.
  • Identifies strategy for growth and executes plans to achieve growth goals.
  • Problem solving and addressing issues raised by physicians, employees, and patients related to operations, confidentiality, billing and marketing. 
  • Manages ongoing projects related to program development and innovation. (timelines, deliverables, reports, monitoring progress).
  • Monitors staffing needs and oversees the recruiting and hiring of staff.
  • Evaluates local business conditions and political climate as it relates to practice operations and advises Program Director of such. 
  • Facilitates meetings with government relations, community benefit, media relations, Children's Hospital Colorado Foundation. 
  • Develops and implements policies and procedures specific to the operation of the practice. Ensures compliance within the practice of the policies and procedures.
  • Maintains a working relationship with external contacts and hospital administrators.
  • Oversees the preparation of management reports as requested by the Program Director, corporate personnel, Colorado Department of Public Health and Environment (CDPHE), Colorado Department of Health Care Policy and Finance (HCPF) and other entities.
  • Attends administrative and community meetings as required by the Program Director.
  • Oversees the development and coordination of new office locations and their needs as required (i.e., Network of care locations, telehealth opportunities, etc.).
  • Maintain reconciliation tools and processes for tracking and monitoring expenditures monthly, investigating discrepancies, preparing and analyzing monthly reports, and account balances. For example, review CHCO monthly expense budget and corresponding FTE and variance reports. Monthly review of CHCO expenses positively impacts the Section' s ability to meet the Hospital's financial goals by managing negative variances to stay within budget. This task requires analytical thinking in assessing trends and managing negative variances.
  • Stay abreast of, and advise investigators on sponsor's instructions regarding the application, grant budget, allowable costs, and applicable indirect cost rates.
  • Review revenue and expenditures, reconcile monthly financial statements with reports, including budget to actual, and report to Program Director and Section Head regularly.
  • Review salary allocations monthly with Practice and Operations Manager of General Pediatrics and Adolescent Medicine, and DOP Grants Specialist, and revise as necessary.
  • Present reports to Program Director and Section Head as requested (active/inactive grants with outstanding balances, grants expiring over next fiscal period, grants submitted during last six months).
  • Maintain TRUE Center finances and budgetary needs including laboratory supplies and equipment, personnel, etc.

Qualifications

Minimum Qualifications:

  • A bachelor’s degree in business,business administration, finance, accounting , education, social sciences,healthcare administration, public administration, communications, informationsystems, or a directly related field from an accredited institution. 
  • Four (4) years of program development/management experience in ahealthcare or related field.
  • One (1) year of progressive financial or accounting experience in aresearch or medical school setting.
  • One (1) year experience developing and implementing budgets.

Substitution:A combination of education and related technical/paraprofessional experiencemay be substituted for the bachelor’s degree on a year for year basis.



PreferredQualifications:

  • Advanced skill level with Microsoft Office,especially Excel spreadsheets and workbooks.
  • Experience with University, Children's Hospital Colorado and CU Medicineprocurement policies and procedures.
  • Experience managing the flow of funds between CHCO, UCD, UCH, and CU Med.
  • An advanced degree in business, healthcare administration/management, publichealth, or related field.
  • Experience with international business/program expansion and outreach.
  • Contract management experience with companies outside CHCO and the University.

  • Ability to evaluate, analyze, and interpretvast amounts of data, recommend solutions, and implement the preferred courseof action.
  • Ability to effectively source, allocate, and control funds from variousinternal and external sources.

  • Ability to establish work priorities, plan, organize, implement and coordinatefinancial and administrative activities.
  • Ability to delegate assignments as appropriate, and supervise to ensurecompletion of activities.
  • Ability to understand complex information systems and guide other personnelabout their use.
  • Proficiency in budget planning, preparation and forecasting.
  • Ability to accuratelymanage grants according to all requirements and regulations.
  • Excellent computer skills, including generation of reports, and manipulationof large amounts of data.
  • Demonstrated ability to work effectively with a diverse population of faculty,researchers, and administrative staff.
  • Demonstrated ability to operate from a broad perspective and see theinterrelationships among educational, clinical, research, administrative andfiscal programs.
  • Must be fiscally responsible to ensure funds are managed in accordance withall pertinent rules and policies (Federal and non-federal granting agencies,State, University, School of Medicine, CU Medicine, CHCO Foundation).
  • Demonstrated skill in data collection, analysis, and interpretation to preparefinancial reports and present findings and recommendations clearly anddiplomatically in a variety of formats.
