BASIC FUNCTION:

This position working independently, performs a broad range of highly skilled payroll functions with primary responsibility for all CMC employees and student workers on the CMC monthly and biweekly payroll cycles.  Duties and responsibilities are varied.  This position requires a high level of accuracy confidentiality in working with salaries and confidential employee and college information.

DESCRIPTION OF DUTIES AND RESPONSIBILITIES:

ESSENTIAL FUNCTIONS:

  • Manage the day-to-day work flow of the Payroll Office and payroll processing for all CMC employees to ensure timeliness and accuracy of all work performed. 
  • Maintain and document all payroll records, including garnishments, personnel changes, accruals and payroll adjustments.
  • Ensure confidential payroll files and employee timecard/sheet files are accurate and maintained accordingly.
  • Create payroll policies to ensure compliance with TCC payroll deadlines and applicable state and federal guidelines.
  • Troubleshoot payroll problems and answer employees’ questions in a timely manner.
  • Maintain excellent rapport with CMC Human Resources department and central payroll and benefits personnel at TCCS.
  • Perform audits of the Workday and Kronos systems to manage information and make appropriate corrections where needed.
  • Audit all accrual calculations for both exempt and non-exempt employees.
  • Process and audit all faculty and staff salary changes, ensuring accuracy and processing in a timely manner.
  • Maintain and audit student I-9 documents for accurate and up-to-date recordkeeping.
  • Create various payroll and management reports.
  • Process payroll transactions relating to VDI and workers compensation supplementation as well as staff parental leave payments.
  • Timely processing of all final paychecks for terminating employees including final pay, calculation of prorated pay if necessary, audit and payout of accrued vacation balance and ensuring final deductions are accurate.
  • Manage all Arbol Verde rent deductions and rental value tax adjustments.
  • Provide accurate processing and coordination with central benefits office for part time employee summer leave options, with regards to maintaining a current standing with employee paid benefits.
  • Provide training to payroll system users as needed.
  • Serve as a liaison to outside entities regarding employment verifications, EDD benefit claims and audits.
  • Oversee new payroll or timekeeping system implementations as they may occur.
  • Add new student employees to the payroll system and manage the student employee onboarding process.
  • Develop ad hoc reports to support department managers in reviewing payroll.
  • Completes requests for employment verifications.
  • Performs other essential duties and tasks specific to the position.

QUALIFICATION STANDARDS:

EDUCATION: 

High School Diploma or GED plus two or more years of college or business school with emphasis on payroll/accounting procedure or any combination of education and experience that provides the required knowledge, skills and ability.

CERTIFICATION:

Certified Payroll Professional certification through the American Payroll Association required.

EXPERIENCE: 

A minimum of five years of increasing responsibility in payroll related experience is required.  Experience in an academic setting a plus

LICENSES: 

A valid driver’s license or equivalent means of reliable transportation to off-site meetings and events is required.
 

REQUIRED KNOWLEDGE, SKILLS, and ABILITIES:  Individual must possess knowledge, skills, and ability to be able to successfully perform the essential functions of the position, or be able to explain or demonstrate how the essential functions will be performed, with or without reasonable accommodation, using some other combination of knowledge skills and abilities.

  • Requires proficiency with MS Word, Excel, a payroll database such as Workday, and a timekeeping system such as Kronos.
  • Must possess strong knowledge and thorough understanding of payroll processes / wage & hour regulations.
  • Strong knowledge of payroll taxation and ability to keep current with changing wage and hour laws and tax code.
  • Must be highly organized; possess keen attention to detail and work with a sense of urgency
  • Ability to meet deadlines and multi-task.
  • Ability to maintain a constant high level of confidentiality in working with salaries and employee and college information.
  • Excellent oral and written communication skills.  Interact well with a diverse community.
  • Read, write legibly, and follow written and oral instructions in English.  Bilingual in Spanish is a plus.
  • Ability to maintain accurate payroll records. 
  • Excellent customer service attitude; a team player.
  • Strong mathematical ability to calculate payroll information, perform calculations and audits and reconcile accounts. 

OTHER:

HOURS:   The regular hours for this position are 8:00am to 5:00 p.m.  Regular hours may vary due to needs of the College or division. This is a 12 months position.
