POSITION SUMMARY
The Sr. Web Developer leads the web team as they develop, maintain, and support enterprise web and mobile based applications. This position is responsible for the on-going design and development of the college’s web sites including our external website and student and staff portal; our mobile applications; all web application and database interfaces; and various web-based forms. Provides technical leadership, design expertise and researches, evaluates and recommends new Internet and digital tools, technologies, and applications in support of the mission, goals, and objectives of the college.
ESSENTIAL JOB DUTIES AND KEY RESPONSIBILITIES
1.Lead the web team’s efforts and prioritize projects and activities. Supervise web team staff and conduct performance appraisals according to college Human Resource (HR) policies and procedures.
2.Design and develop the college’s website, portal and other web-based applications and services while also ensuring the best delivery method for their content on mobile devices.
3.Create new and maintain existing Drupal 8 external websites utilizing CSS, Javascript, and other CMS features in developing the digital media in an Acquia hosted environment.
4.Create new and maintain existing portal websites utilizing Microsoft SharePoint 2010/2013.
5.Provide competency in technologies supporting legacy custom applications using HTML5, CSS3, JavaScript, jQuery, ASP.NET, C#, XML, XSL, PowerShell, and SQL. Support and maintain web-based interfaces to other systems, reporting tools, and Microsoft SharePoint 2010/2013.
6.Manage and configure web servers such as IIS, Apache, and Tomcat as well as various third party web servers.
7.Explore new and evolving web-based technologies such as mobile applications, social networking, chatbots, and web personalization to determine their most effective use throughout the college’s website, portal and other integrated applications and services.
8.Analyze business, functional, and technical requirements in order to scope and deliver accurate time estimates for projects and tasks leveraging formal IT PMO disciplines.
9.Perform on-going design and develop recommendations for appropriate hardware and software to facilitate high-availability web architecture including facilitating web design changes required as part of ERP Modernization project. Monitor server resources and traffic to determine optimal server configurations.
10.Ensure appropriate web-based analytics and reporting systems, tools, and utilities are in place to help inform all web, mobile, and social development efforts and strategies.
11.Lead the effort in the utilization of our web quality software tool Siteimprove to monitor web site quality and accessibility as part of on-going improvements of our JJC websites.
12.Perform related duties as assigned.

MINIMUM QUALIFICATIONS
1.Bachelor’s Degree, or equivalent, preferably in Computer Science, Information Technology, Web Design/Development, or a closely related field. Otherwise, Associate’s Degree in closely related field with Five (5) years of experience designing and creating web-based applications or 3 years web experience in a higher education environment
2.Three (3) years of experience designing and creating web-based applications or 2 years web experience in a higher education environment
3.Expert knowledge in Drupal 8 and utilizing CSS, Javascript and other CMS features in developing the digital media
4.Experience in developing web applications running in a cloud based hosting environment especially Acquia or Azure
5.Knowledge of additional web development tools (such as Illustrator, Photoshop, SQL Server Management Studio, and Visual Studio 2010).
6.Competency in web supporting technologies such as HTML5, CSS3, JavaScript, jQuery, ASP.NET, C#, XML, XSL, PowerShell, SQL and Stored Procedures.
7.Experience working with and configuring IIS, Apache, and Tomcat.
8.Expert knowledge of web standards and browser testing.
9.Experience developing websites for use on mobile devices.
10.Must be self-directed and possess strong technical and interpersonal skills.
11.Excellent communications, training, customer service, and project management skills.
12.An online portfolio is required.

PREFERRED QUALIFICATIONS
1.Experience with enterprise applications such as Business Objects, SharePoint 2010/2013, and Enterprise Resource Planning (ERP) or Student Information (SIS) systems.
2.Experience supervising multiple employees while also meeting project deadlines.
3.Experience with and knowledge of PMI, Agile and Scrum software development methodologies.
4.Experience with Java-based web applications.
5.Experience with accessibility and Section 508 standards.
6.Knowledge of web interface development and SOA / Web Services. (RestFul & SOAP).

PHYSICAL DEMANDS
1.Normal office physical demands.
2.Ability to travel between campus locations.
3.Occasional travel for training/conferences is possible, both in state and nationally.

WORKING CONDITIONS
1.Duties are performed indoors in the usual office environment.
2.Required use of computer equipment needed to accomplish web development tasks and related activities.
