The Business Services Division (BSD) supports the individual and collective needs of the Penn community by promoting a hospitable, customer-friendly campus environment through the provision of mission-critical services and essential operations. BSD’s mission is to provide high-quality service in a fiscally responsible manner. The Division is currently focused on three major initiatives: Revenue growth/retention through improved marketing efforts, extended services, and development of new distribution channels; driving productivity for the Division and its customers through the better use of technology, and enhancing service offerings through upgrades and expansions of facilities. http://cms.business-services.upenn.edu/

The HR Director leads the HR function for the Business Service Division, comprising nineteen businesses/departments. The Director provides internal organizational consulting to Senior Managers and Department heads, concentrating on the areas of organizational planning and design, change management, restructuring, alignment and assessment. Proactively identifies coaching opportunities to build and strengthen managers’ capabilities. Counsels and advises employees and managers on complex employee and labor relations issues ensuring compliance with University policies and employment laws and regulations. Facilitates issue resolution, helping to create and implement effective solutions. With the Division of HR the HR Director collaborates on Talent Management, Employee & Labor Relations, Benefits, Diversity, and HR systems and services to provide a full range of HR support to client departments. S/he needs to be at ease working in a highly matrixed organization. Leads and manages human resources team of two in HR service delivery for the Business Services Division, including: recruitment and retention, performance and salary management, staff engagement/recognition. Interface with core HR staff, stay abreast of policies and procedural changes, implement divisional programs. Serves as divisional affirmative action compliance officer and investigates/interfaces with Office of Affirmative Action (OAA) as necessary. Coordinates with the Division of Human Resources. Provide strategic leadership or support for divisional projects & initiatives. This may involve conducting a needs assessment, gathering information, conducting meetings, analyzing data, interfacing with campus constituencies, making recommendations, documenting processes, preparing final reports/proposals, etc. Advises on policies and procedures related to services operations. Works closely with Divisional managers regarding staff selection, compensation, disciplinary action, complaints, performance appraisals, development etc. Compiles and edits reports and presentations. Develops/documents reporting structures and analyzes data. Provides other support to the VP as needed. Reports to VP Business Services and Associate Director of Staff and Labor Relations, Division of HR.

A Bachelors Degree is required and 7 to 10 years of HR experience or equivalent combination of education and experience. Business and/or consulting experience also desirable as the position is responsible for assisting with projects for the division that require deep analytical skills. Strong interpersonal conflict resolution, employee relations & coaching skills required. Excellent organizational and customer service skills a must; previous experience managing HR professionals/HR service delivery desirable. Demonstrated ability to initiate and implement wide range of programs independently and in collaboration with other professionals. Demonstrated ability to use technology such as Microsoft Office programs and analytical tools. Knowledge of University policies and procedures related to HR desirable. Strategic thinking, influencing skills and ability to lead change are essential. Advanced degree and SHRM-CP/SCP or HRCI-PHR/SPHR strongly preferred.
