POSITION SUMMARY:
Under the direction of the Executive Director, this position is responsible for formulating and implementing LTSS strategies and operational plans for established and emerging business activities in designated product lines. This position leads and directs current and emerging program redesign and reconfiguration, engaging with clients and stakeholders, within the parameters and direction established by contract requirements. The incumbent of this position will oversee the launch of all new Long-Term Services and Support (LTSS) programs and the integration of such programs into current structures.
ResponsibilitiesESSENTIAL FUNCTIONS:
- Facilitate leadership in the establishment of rigorous service goals and objectives, drive performance, results, standardization and efficiencies.
- Support the Executive Director in developing LTSS growth strategies and plans, including defining product lines, and program implementation
- Lead external consulting engagements, including the identification and coordination of internal and cross organizational teams.
- Responsible for building strong knowledge of all departmental operations, including ability to step in for other senior leaders to allow for their participation in short-term consulting engagements or new business development activities.
- Spearhead the development, communication and implementation of effective operational strategies and processes that support LTSS program implementation.
- Research prospective clients in targeted markets, support the Executive Director to engage LTSS leads and follow through to successful agreement.
- Oversees and supports multiple implementation projects and consulting engagements.
- Reviews external client requirements and develops project plans to ensure that implementation is on schedule, within budget, and exceeds client expectations.
- Maintain relationships with current clients and identify new prospects within assigned areas or projects.
- Possess a strong understanding of our products, our competition in the industry and positioning.
- Follow the latest market developments and stay up-to-date on local and national competitors.
- Lead efforts to implement operational changes, address critical program management issues, and respond to new business opportunities in all units based on recognized best practice and/or community standards.
- Responsible for developing and maintaining strong working relationships with EOHHS and other public and private sector clients to provide programmatic support, coordinate new activities, and ensure compliance with state business practices.
- Ensure that clients are provided with the highest standard of products or services as documented by the degree of client satisfaction and internal responsiveness to client issues or concerns.
- Provide effective and timely communication to the Executive Director and present information and updates to departmental senior leadership team as required through formal presentations.
- Perform other related duties as assigned.
REQUIRED QUALIFICATIONS:
- Master's degree in business, health or science administration, planning or related field.
- Minimum of 7 - 10 years of increasingly senior management and executive positions with program administration operations and healthcare.
- Proven leadership development skills.
- Proven administrative & management ability in complex environments and vast operational areas (healthcare environment preferred).
- Demonstrated performance in public policy strategic planning analysis, implementation, and operational management.
- Outstanding oral and written communication skills and strong public speaking ability.
- Innovation, flexibility and creativity.
- Demonstrated experience in working with multiple federal and state agencies.
- Ability to travel between different off-site and national client locations, required.
