Under general supervision, performs professional-level duties as a School Certifying Official in managing and certifying military-related financial aid applications, academic plans, and related activities for ASU’s undergraduate and graduate veterans, active duty military, reservists, and dependent students. Performs timely processing of Veterans Affairs (VA) educational benefits to ensure the university is compliant with federal, state, and institutional regulations and policies.

Typical Duties/Job Duties

1. Acts as the university’s School Certifying Official, oversees and evaluates the requirements for receipt of VA benefits by analyzing and monitoring enrollment, the student’s financial account, and financial aid; advises students on payment processes, deadlines, alternative sources of funding, and disbursement procedures; uses professional judgment to solve financial aid problems and counsels with students and parents (when applicable) on financial aid eligibility and related matters.
2. Processes complex financial transactions in federal automated systems, monitors progress and identifies any issues requiring immediate resolution. Ensures university, FERPA, and VA academic policies and procedures are enforced and proper records are maintained by working in conjunction with the Bursar’s and Registrar’s management staff.
3. Provides superior federal, state, and campus-wide coordination on behalf of new and existing military-related students; collaborates with the VA, the regional Veterans Vocational Rehabilitation Office, and the Texas Veterans Commission, along with the university’s Academic Affairs, Freshman College, Admissions, Financial Aid, Scholarships, Bursar’s Office, and Bookstore regarding academic requirements, student billing, applicant/student electronic and paper permanent academic records, student withdrawals, and other pertinent transactions.
4. Performs academic advisement; monitors VA students’ academic progress each term and semester to ensure student is in compliance with the university’s student satisfactory academic progress (SAP) policy. Maintains student academic files and provides certifications for eligible course work through VA Once System. Provides academic adjustments, amendments, terminations as necessary to maintain Veteran compliance. Keeps accurate records for all Military Students to include transcripts, academic programs, and other requirements.
5. Monitors changes in academic policy, the general education core curriculum, and any other relevant policies, processes, and procedures and communicates these changes to students and the VA as applicable; maintains records of academic programs, previous/current transcripts, and prior training of VA students and eligible dependents.
6. Maintains current knowledge of federal and state regulations governing state and federal VA programs; participates in the development or revision of policies, procedures and forms as needed.
7. Submits updated University undergraduate and graduate catalogs, the student handbook and School of Professional and Career Education bulletin to the Veterans Administration annually and responds to any inquiries made about the catalog content by the VA and the State Approving Agency (the Texas Veterans Commission).
8. Trains, manages, and leads VA Work Study students in the conduct of day-to-day operations; ensure student workers maintain satisfactory levels of customer service, file management, and office administration.
9. Handles/resolves difficult or adversarial situations arising with students and/or parents concerning state and VA benefit determinations and/or the repayment; composes correspondence or uses standard form letters to communicate with benefit applicants, parents, recipients, departments, outside organizations, etc. as needed.
10. Performs other duties as assigned.

Knowledge, Skills and Abilities

An in-depth knowledge of VA and military-related government regulations and issues of compliance regarding education benefits; strong organizational and communication skills; satisfactory comfort level in handling complex accounting procedures; ability to meet deadlines and maintain a high level of accuracy and professionalism.

A demonstrated record of using technology in developing and implementing financial aid programs and services; and knowledge of the financial aid philosophy and fundamental practices and procedures of state and federal student education benefit programs.

Ability to answer questions concerning veteran benefits and financial aid program requirements; ability to organize, multi-task, and complete work in a timely manner; ability to relate well with a diverse student population; and ability to work harmoniously and effectively with students, parents, university personnel, and the general public.

Must have substantial level of computer literacy and be familiar with database applications, Microsoft Excel, Word, and Powerpoint, excellent analytical and problem solving skills, skill in oral and written communications; effective interpersonal leadership and consensus building skills.

Minimum Qualifications

Possession of a Bachelor’s degree and three or more years of successful experience in financial aid, veteran’s educational benefits, or related field. Education and/or experience can be blended on an individual basis to produce the successful candidate.

Preferred Qualifications

Veteran status and/or knowledge of VA benefits preferred.

      Location

      San Angelo is at the center of a thriving community of 100,000 people in west central Texas.       The city has commuter air service from American Airlines and is within comfortable driving distance of Dallas, Fort Worth, Austin, San Antonio and Lubbock.       History

      The institution was founded in 1928 as a community college. By an act of the 58th Session of the Texas Legislature, the institution was designated as Angelo State College in 1965, the year it became a four-year, state-supported institution. The name was changed to Angelo State University in 1969. On Sept. 1, 2007, Angelo State University became a member of the Texas Tech University System.

      ASU has a proud history of diversity, accepting Hispanics, who today make up more than 25 percent of the student population, from the very beginning. The institution enrolled African-Americans prior to Brown vs. Board of Education and one student broke the color barrier in Texas Intercollegiate football in 1953.

      Academics

      Angelo State offers courses through six colleges: Arts and Humanities; Business; Education; Health and Human Services; Science & Engineering; and Graduate Studies. The university is recognized for its strong undergraduate programs overall. For example, ASU's Physics Department has been recognized as one of the top undergraduate programs in the country. The university supports a young and vibrant Honors Program and continues a long tradition, begun in 1948, of encouraging international studies.

      The university is also known for incorporating research into many undergraduate offerings. One recent bachelor's degree recipient, for instance, received the McClung Award for the Best Paper published in the BIOS, the official publication of Beta Beta Beta Biology Honor Society. Another was one of eight graduate students nationally to earn a U.S. Department of Energy Advanced Fuel Cycle Initiative Fellowship to support his graduate research.

      Campus

      Angelo State University's campus is situated on 268 acres in the center of San Angelo. The campus is lined with native live oak and pecan trees as well as imported palm trees. In addition to being one of the prettiest campuses in the region, it is one of the safest in Texas. The campus has ultramodern facilities with state-of-the-art technology support. ASU is home to the State of Texas Data Center, one of the state's two such facilities, which provide sophisticated computer processing and disaster recovery services for agencies and universities. Additionally, the university operates a 6,000-acre farm with a Management, Instruction and Research Center that includes a state-of-the-art meat laboratory.
