Salary:
Information Technology Consultant - Foundation Level:
Salary Range: $3,470 - $6,681 per month (Anticipated Hiring Range: $3,585- $4,167 per month)

Note: This is a full-time, probationary, non-exempt position.

Information Technology Consultant - Career Level:
Salary Range: $4,372 - $10,792 per month (Anticipated Hiring Range: $5,000- $5,833 per month)

Note: This is a full-time, probationary, exempt position.

Note:Incumbent may be classified as either Foundation or Career level depending on qualifications and experience

Overview:
Working independently under the general supervision of the Deputy Chief Information Officer in Technology Services, the Project Coordinator supports the initiation, planning, execution, monitoring and completion of IT projects. This includes developing project requirements; identifying resources and stakeholders; evaluating project risk and impact; developing schedules and project plans; monitoring progress; coordinating project communication; and reporting project status to the campus leadership on technology related projects. The Project Coordinator will effectively collaborate with peers within the Project Management Office and contribute to the oversight and coordination of projects within all areas Technology Services. The position is key to the delivery of successful projects, initiatives, and services, ensuring the delivery is on-time and within budget. The Project Coordinator will also facilitate relationships with internal and external stakeholders and will use effective communication to ensure successful relationships and service delivery.All IT professionals protect confidentiality and integrity of data and electronic information from incidental, intentional or preventable misuse or loss to the University. All IT professionals will consider and implement standard practices and protocols to support digital accessibility best practices to support Executive Order 1111 and CSU ATI efforts. At the Information Technology Consultant - Career level, occasional travel, evening work, and weekend work will be expected.

Position Summary:
At the Information Technology Consultant - Foundation level, incumbent will assist and support the ITC - Career with the following duties and responsibilities:

  • Create and execute comprehensive project plans, including scope, tasks, resources, dependencies, timelines and status throughout the life of the project, revising as appropriate to meet changing needs and requirements
  • Participate in all phases of the project life cycle, which include planning, organizing, designing, development/building, creating documentation and process guides, testing plans and activities, training plans and activities, communicating, moving to production activities and project wrap up activities
  • Resolve conflicts, project risks, and issues in a timely manner, escalating to management as appropriate
  • Communicate, coordinate, and collaborate with project teams and stakeholders comprised of Technology Services directors/managers and staff, campus staff, the Chancellor's Office, consultants, and vendors. This includes facilitating project team meetings and promoting communication and cooperation among campus departments.
  • Provide support, and training to campus organizations that wish to implement project management best practices, tools and techniques. This includes developing, implementing and supporting a training program in support of project management, creating presentations, messages, documentation and electronic training materials to facilitate effective communication about IT processes and projects.
  • Contribute to continual process improvements by soliciting feedback from project stakeholders, capturing lessons learned and implementing solutions
  • Review, analyze, and evaluate business systems and user needs
  • Document requirements, define scope and objectives for proposed customizations, upgrades and other project activities
  • Research process and technology solutions
  • Provide functional administrative support to assist users, maintain and troubleshoot the Technology Services Project & Portfolio Management tool
  • Support and contribute to the advancement of the Technology Services project management methodology and processes
  • Maintain awareness of campus and system-wide policy and industry standards relating to successful implementation of IT products and systems, while integrating this knowledge into project management activities
  • Perform other duties as assigned
    At the Information Technology Consultant - Career level, in addition to the duties above:
  • Coach, mentor and motivate others to help them achieve project expectations and deliverables
  • Collaborate with customers and Technology Services resources to define potential solutions that improve processes, provide value, and that are keeping with business strategies; document current and to-be business processes
  • Participate in CSU system-wide planning and coordinating activities relating to IT project management and other system-wide IT projects as assigned
  • May provide work direction or guidance on projects and assignments
  • Perform other duties as assigned

    Knowledge, Skills, and Abilities:
    At the Information Technology Consultant - Foundation level:
  • Knowledge of project-related documentation, including but not limited to scope documents, task lists, test scripts, issue tracking, business process guides, training materials and lessons learned (post-project) reviews
  • Knowledge of project control techniques including milestone and critical path scheduling, managing project risk and appropriate contingency plans
  • Strong customer service skills and proactive, customer-focused attitude

  • Demonstrated ability to:

    At the Information Technology Consultant - Career level, in addition to the requirements for the Foundation level:
  • Demonstrated knowledge and ability to apply industry-standard project management practices
  • Experience configuring and administering and using project management software packages such as MS Project Server, TeamDynamix, and SharePoint
  • Demonstrated experience with coordinating projects involving integration of disparate systems and services, including commercial off-the-shelf, open source, SaaS, and in-house developed products
  • Working knowledge of a wide range of existing and emerging information technology models, standards, technologies and tools, including PMI Project Life Cycle and SDLC
  • Strong organizational, prioritization and time-management skills
  • Strong interpersonal and influencing skills with ability to effectively engage with different levels within an organization
  • Demonstrated ability to:
    o Work harmoniously with faculty, staff and students to resolve differences between expectations and available resources
    o Contribute creative solutions and process improvements with respect for the audience and their capacity for change
    o Oversee project groups with individuals of disparate skills and motivation
    o Simultaneously coordinate multiple, complex projects with minimal supervision
    o Build strong working relationships with campus staff and administrators to facilitate projects and continual service improvement
    o Take initiative with identifying problems and potential resolutions quickly and developing effective solutions in collaboration with others

    Education and Experience:
    At the Information Technology Consultant - Foundation level:
  • Bachelor's degree in Business Administration, Management Science, or related field from an accredited four-year college or university. Equivalent experience may be substituted on a year-for-year basis.
  • One year of project management experience planning and leading information technology projects
    At the Information Technology Consultant - Career level:
  • Bachelor's degree in Business Administration, Management Science, or related field from an accredited four-year college or university. Equivalent experience may be substituted on a year-for-year basis.
  • Three years of project management experience planning and leading complex information technology projects
  • Experience creating, managing and executing communication plans

    Preferred Skills:
  • Master's degree in Business Administration or related field from an accredited university
  • Project Management Professional (PMP) Certification
  • 5-7+ years of project management experience planning and leading complex information technology projects in a complex or large organization
  • ITIL Foundations Certification, or equivalent certification
  • LEAN, Six-Sigma, or ProSci certification
  • Demonstrated successful experience with business process analysis
  • Proven success for all phases of the project management lifecycle
  • Proven self-starter with effective decision making skills
  • Excellent demonstrated emotional intelligence and self-awareness
  • Demonstrated ability to:
    o Give and take constructive feedback in a professional manner
    o Read communication styles and elicit cooperation from a wide variety of sources across organizational units and internal teams who come from a broad spectrum of disciplines
    o Exhibit maturity, reliability, composure and stability under pressure as required for handling on-the-job challenges
