PRIMARY PURPOSE/GENERAL DESCRIPTION:
Reporting directly to the Vice President for Student Affairs, and pursuant to Title IX of the Education Amendments of 1972 and the U.S. Department of Education’s implementing regulations at 34 C.F.R. Part 106, the College’s Title IX Coordinator has primary responsibility for coordinating the College’s compliance activities and responsibilities under Title IX, which prohibits sex discrimination in all the operations of this College, as well as retaliation for the purpose of interfering with any right or privilege secured by Title IX. Sexual misconduct against students, including sexual harassment, sexual assault, dating violence, stalking, sexual harassment, and sexual exploitation (collectively “Sexual Misconduct”) can be a form of sex discrimination under Title IX. The Title IX coordinator oversees the College’s response to reports and complaints that involve possible sex discrimination or Sexual Misconduct to monitor outcomes, identify and address any patterns, and assess effects on the campus climate, so the College can address issues that affect the wider campus community.

The Title IX Coordinator at Scripps also receives and handles complaints from or concerning Scripps community members for other forms of harassment and discrimination under the College’s Discrimination and Harassment Policies and Grievance Procedures.


DESCRIPTION OF DUTIES AND RESPONSIBILITIES:

ESSENTIAL FUNCTIONS: This information is intended to be a descriptive of the key responsibilities of the position. The list of essential functions below does not identify all duties performed by any single incumbent in this position. Perform other duties as assigned.
•Intake and initial assessment of reports of discrimination and/or sexual misconduct by Scripps students, faculty, and staff. Intake shall include assistance and or guidance relative to the following: oInformation or training about students’ rights and courses of action available to resolve reports or complaints that involve potential sex discrimination, including sexual misconduct oA complaint or making a report of sex discrimination, including sexual misconduct oNotifying the College of an incident or policy or procedure that may raise potential Title IX concerns oInformation about available resources (including confidential resources) and support services oQuestions relating to the College’s policies and procedures related to discrimination and harassment, including sexual misconduct.
•Match survivors with appropriate support services, including psychological and academic support.
•Coordinate matters that are the subject of a grievance procedure under either the Scripps College policies or the policies of another institution. As appropriate, the Coordinator will manage matters in collaboration with the Deputy Title IX Coordinators. In addition, the Title IX Coordinator will work in close collaboration with counterparts at the other colleges in the Claremont Consortium in cross-campus matters. (A cross-campus matter is a case in which one party goes to Scripps and the other party is enrolled at or otherwise affiliated with one of the other schools in the Consortium.) Duties include:

oUndertaking risk assessments and implementing appropriate safety measures
oAssessing interim measures
oAssessing appropriateness of alternative resolution procedures
oSelection of investigators, including outside investigators
oOverseeing investigations
oOverseeing and managing hearings
oAssuring adherence to relevant policies
oKeeping parties updated on status of matters
oMaintaining Title IX documentation and records (including Maxient records)
oMaintaining a Title IX case management handbook and other internal procedural protocols

•Collaborate with the EmPOWER Center, the sexual assault prevention and education center at the Claremont Colleges; SCORE; and LASPA, student groups on educational and other programming/activities.
•In collaboration with College Counsel and Human Resources Department, develop and implement comprehensive and legally compliant Title IX training programs, e.g., responsible employees; Scripps Advocates; Residential and Community Coordinators; Peer Mentors; first years and transfer students; student affairs staff, including on-call staff
•Coordinate with outside experts including risk assessment specialists, Project Sister, Scripps Student Conduct Officer, among others.
•Develop and maintain Title IX communication materials, e.g., wallet cards, Scripps College Title IX website, informational brochures
•In collaboration with College Counsel, ensure College’s compliance with all applicable laws and regulations and update internal polices as needed.
•Assist with responding to media requests, including from student newspapers, relating to Title IX. Participate in developing college communication strategy with respect to Title IX and related issues.
•Represent Scripps College on the 7C Title IX Coordinator Working Group and Clery Working Group and otherwise provide leadership at the Consortium level on issues relating to Title IX and Clery.
•Represent Scripps on the 7C Community Coordinated Response Team (CCRT) and on activities related to the implementation of the OVW or other grant funding.
•Working with Institutional Research and other partners, implement periodic sexual assault climate surveys.
•Provide Title IX briefings to Senior Staff and the Board of Trustees (or a committee thereof)
•Partner and collaborate with the EmPOWER Center, the sexual assault prevention and education center for the Claremont Colleges.
•Assist College Counsel with Clery compliance and training, including preparation of the ASFSR.
•Other duties as assigned
•Active support for the College’s Principles of Community and Principles of Diversity in the performance of job duties.

REPRESENTATION AND COLLABORATION ACROSS THE CONSORTIUM:
•Representing Scripps in various professional associations and at designated professional conferences.
•Building and maintaining professional relationships with faculty and other key stakeholders.

REQUIRED KNOWLEDGE, SKILLS, ABILITIES: Individuals must possess knowledge, skills and abilities to successfully perform the essential functions of the position, or be able to explain or demonstrate how the essential functions will be performed, with or without reasonable accommodation, using some other combination of skills and abilities.
•Demonstrated knowledge of Title IX, VAWA, and other applicable laws and regulations is required;
•Knowledge of current state and federal law and regulations related to Title IX and VAWA compliance for educational institutions receiving federal assistance;
•Knowledge of best practices as they relate to higher education institutions’ compliance with Title IX and VAWA;
•Ability to manage multiple, on-going and complex caseload of Title IX related incidents and complaints;
•Effective project management, organization and analytical skills;
•Strong presentation and facilitation skills with an emphasis on education and training for a variety of constituencies;
•Strong written communication skills;
•Ability to guide, advise and support the training and learning process with respect to Title IX and VAWA compliance;
•Excellent attention to detail, strong problem-solving skills,
•Ability to manage highly confidential and sensitive information;
•Ability to build relationships and establish collaborative partnerships across the institution and peer institutions;
•Demonstrated commitment to diversity and inclusivity, as well as the ability to work with a wide range of constituencies (staff, students, faculty, parents, administrators) with diplomacy and tact;
•Strong interpersonal skills and the ability to remain a neutral party;
•Maintenance of professional qualifications through on-going training and professional development;
•Ability to act independently, take initiative and exercise sound judgment.


QUALIFICATION STANDARDS :

EDUCATION & EXPERIENCE: Bachelor's Degree required or any combination of education and experience that provides the required knowledge, skills and abilities.
Master’s Degree in Social Work, Psychology or Forensic Psychology, Higher Education Administration or other relevant discipline is strongly preferred. JD or equivalent from an accredited law school is preferred.
Minimum of 5+ years of progressively responsible experience in a related field is required.
Experience as Title IX Coordinator or Deputy Title IX Coordinator is strongly preferred.
Experience in case management is strongly preferred.
Experience managing grievance processes, including conducting or overseeing investigations alleging discrimination.
Knowledge of and experience with issues related to gender-based violence.
Higher education experience is strongly preferred.

HOURS & CLASSIFICATION AND STATUS:
This is a regular, full-time, benefits-eligible, exempt position.

The regular hours for this position are Monday-Friday 8:00am-5:00pm. Hours may vary due to the needs of the College or department.

SUPERVISORY RESPONSIBILITY:
Will supervise part-time Administrative Assistant.
