The UNC School of government seeks to hire a tenure-track assistant professor of public law and government to specialize in local government contract law. The faculty member will focus on the following core substantive areas:
•Legal issues related to contracting, including purchasing and construction contract bidding and other legal requirements for public contracting generally,
•Conflicts of interest laws and ethics issues that arise in the contracting context,
•Procedures for disposing of surplus property,
•Public-private partnerships, and
•Contracting with private entities to perform public functions.
The law involved in this work is predominantly state law as it applies to local government and does not include work for state agencies, which are governed by different laws. This work will not include contracting and procedures related to disaster recovery or emergency management, but does include federal regulations that apply to local government contracts that involve federal funds.
The faculty member will write for, advise, plan courses for, and teach a wide range of North Carolina local officials, including purchasing officers, city and county attorneys, city and county managers, legislators, legislative staff, citizens, the media, and others interested in these legal topics. Work is centered in Chapel Hill, but requires occasional travel and consultation around the state. Faculty appointments are year-round (rather than for the 9-month academic year).

J.D.Qualifications and Experience
Excellent writing skills, strong academic background, and a commitment to public service required. A record of, or demonstrated potential for, teaching, advising, and scholarship required. Work experience in identified legal specialties is desirable, but not required.
