Reporting directly to the Associate Vice President for Facilities Management (FM), the Associate Director of Construction is a key member of the Facilities Management leadership team. The Associate Director (AD) provides leadership and administrative oversight for the functional areas related to the construction of major and minor capital projects, energy, utilities and sustainability projects. Directs and manages all campus activities related to the construction of capital projects. Develops and implements guidelines, standards, and procedures. The AD will assist with the development of feasibility studies, conceptual planning, conceptual estimating, and architectural programming support of all capital developments.
The AD serves as the Campus Construction Administrator for all campus construction. Implements design guidelines, standards and procedures. Employs management systems to ensure that all projects are managed in accordance with the State University Administrative Manual (SUAM) and CSU guidelines and will withstand audit scrutiny. Assists development of long term planning and annual submission of the University's 5 Year Capital Outlay Budget Change Proposal (COBCP) submittal. Other duties as assigned.

Construction Management Responsibilities:
- This position will be 75% projects-based and will coordinate and oversee all construction projects.
- Management and monitoring of campus projects, including the project budgets to assure the project goals are met and is consistent with initial project definition and campus plans, goals and aesthetics.

- Manage and administrator for Job Order Contractor work.
- Contractor Selection: Assists with the preparation of Request for Qualifications (RFQ) and Request for Proposals (RFP) public works solicitation.
- Perform cursory project reviews (plans and specifications) and approvals at all stages of projects from conception through commissioning
- Oversee schedule project process, project implementation and audit-ready documentation
- Oversee PM construction site coordination and communication between General Contractor, Construction Manager, Chancellor’s Office, State Fire Marshal, Division of State Architect and other required agencies, along with campus constituents
- Develops and implements guidelines, standards, and procedures. Employs management systems to ensure that all projects are managed in accordance with the State University Administrative Manual (SUAM) and CSU guidelines. Ensure campus design guidelines and standards are continuously updated and made available to architectural and engineering consultants and the FM Department.
- Provides technical assistance and consultation to campus community. Serves on the CSU CM Affinity Group.
- Ensures CSU, state and local code, rules, regulations and policy compliance. Oversees the Building Permit Program and assists and provides recommendations to the Campus Deputy Building Official
- Assists with the department process for project bidding, construction and renovation contracts; assists with administering of such contracts
- Stakeholder/Client Engagement: Manages stakeholder engagement and development of project scopes. Represents campus end-users, project clients, campus technical standards and the university community on all assigned capital projects. Ensures all project scopes reflect approved stakeholder input and ensures decision-making process documentation
Financial
- Provides input on budget development for the Construction functional areas.
- Manages assigned budget for the project and ensures compliance with University policies. Allocates resources to meet competing and changing priorities or needs of projects/programs within the Planning Design & Construction functional areas.
Supervisory and Management Responsibilities:
- Oversees the effective management of all Construction related activities. Works collaboratively with the Associate Director of Planning and Design to operate the unit as a team
- Coordinates with AVP and Associate Director of Planning and Design on daily oversight, management, and scheduling of Project Managers to ensure the successful completion and compliance of all minor and major cap projects. Routinely works to update and refine internal management processes and communications to stakeholders, along with establishing PM training opportunities.
- Recommends initiatives and changes to improve quality and services for unit/department/division/college
- Identifies and determines cause of problems; develops and presents recommendations for improvement of established processes and practices; initiates and implements plans to solve problems
- Works with other units/departments/divisions/colleges to coordinate workflow and activities to insure a seamless operation
- Maintains contact with customers, faculty, staff and students and solicits feedback for improved services
- Maximizes productivity through use of appropriate tools; develops resources that create timely and efficient workflow; develops and recommends budget
- Prepares progress reports, informs AVP of project status and deviation from goals; prepares activity reports for management guidance
- Ensures completeness, accuracy and timeliness of all operation functions
- Develops, communicates, and maintains guidelines and procedures to support the functions of the service group/division/college
- Directly supervises employees
- Responsibilities include interviewing, hiring, and training employees; planning, assigning, directing work, appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems
- Carries out responsibilities in accordance with University policies and applicable laws.
- Participates in university task forces as required
- Performs other duties and special projects as assigned
Qualifications
Required Education and Experience:
- Bachelor’s degree in Architecture, Engineering, and Construction or related field.
- Equivalent to (10) ten years of experience in construction administration management for a broad variety of building types, which includes a minimum of (5) five years of leading and/or supervising the work of others.
Required Knowledge, Skills, and Abilities:
- Excellent customer service and public relations skills.
- Leadership and management skills to lead project committees and manage large and complex professional teams.
- Ability to: learn, interpret and apply a wide variety of Federal, State, and University regulations, policies and procedures independently, and use judgment and discretion to act when precedents do not exist.
- Anticipates the impact of office administration problems and solutions on other areas; analyzes operational and procedural problems and develops, recommends and evaluates proposed solutions.
- Analyzes budgetary data, and makes accurate projections requiring some inference. Writes and presents own reports. Effectively handles interpersonal interactions at all levels. Uses negotiation and persuasion skills verbally and in writing in a professional and tactful manner to achieve results and expedite projects.
- The incumbent must have sound judgment, creativity, management and problem solving skills, as well as excellent customer skills, written, oral and interpersonal skills.
Specialized Skills:
- Demonstrated ability in construction administration, over a variety of construction delivery methods. Demonstrated ability to manage multi-million dollar budgets, provide budget analyses and apply administrative processes to successfully complete projectsThorough knowledge of pertinent state, federal, and planning, design, and construction concepts, methods and related rules, laws, and regulationsExperience creating a highly responsive, customer-oriented portfolio of facilities-related servicesExperience reading and interpreting construction drawings and specificationsKnowledge of construction procedures and bidding processes
Preferred Skills:
- Master’s degree in Architecture, Engineering, and Construction or related field.
