Description of Department: The primary function of the Purchasing Department is the procurement of goods and services required by the College to fulfill its mission in education, research, economic and cultural/ social development. Through effective communication, both internal and external, the Purchasing Department strives to provide for the varied needs of the campus community while staying within the laws and regulations of the New York State Office of the State Comptroller, the New York State Office of General Services and the State University of New York. This involves a balance between efficient and timely service to our customers and providing an environment of good sound business controls to protect the assets of SUNY Oswego.

Description of Responsibilities:

Reporting to the Assistant Vice President for Finance & Budget, the Purchasing Associate manages and supervises all of the functions associated with the procurement of goods and services for the institution. The Purchase Associate is responsible for formulating procurement policy, providing guidance and direction to the campus community and will oversee the day to day operations of the Purchasing Department (currently 5 staff). The Purchase Associate interacts with all levels of College Administration, faculty, staff as well as vendors, SUNY System Administration, NYS Comptroller, Office of General Services, and the Attorney General of NYS.

Specific responsibilities include but are not limited to, overseeing bid procedures, negotiation and formulation of contracts for both general procurement and construction contracts, development and review of contractual agreements for the institution and proving guidance, training and support for office staff. The Purchase Associate will also manage and direct the College's Procurement card program as well as oversee the inventory control asset management operation.

Required Qualifications:

• Bachelor's degree by time of appointment
• Understanding and familiarity with current application software systems, including MS Office, web based procurement systems, email
• Ability to manage and understand broad concepts and precise details.
• Prior supervisory experience

Preferred Qualifications:

• Bachelor's degree in Business or Finance
• 3 years management level experience in a purchasing/procurement setting
• Experience in public higher education along with applied knowledge of NYS purchasing and procurement policies and procedures.
• Public Purchasing Officer Certification (CPPO)S
• Strong demonstrated customer service skills
