Job Summary

Under the general direction of the Director of Administrative Services, this position works independently is responsible for the financial accounting systems, budget development and administrative accounting procedures for all Facilities & Campus Services Division (Physical Plant, Design & Construction Management, Campus Planning, Administration, Parking and Transit.) Develops, implements and administers a variety of procedures for cost accounting of all project and operational funds in the Division. Analyzes project and operational expenditures and provides reports and operational guidance to management and staff as required.

Essential Functions

  • Responsible for establishing and maintaining the Division accounting systems, project management system and related procedures and policies for all budget, financial and accounting requirements to account for all project and operational funds allocated to and expended by the Division.
  • Responsible for analyzing human resource and financial data and creating executive level reports for a variety of purposes including planning, budgeting, trend analysis and presentations.
  • Responsible for ensuring that State MMARS, UMBA, University PeopleSoft and e-Builder project management financial systems accounting data is accurate, reconciles and conforms to University, State and Federal guidelines.
  • Oversight of routine business operational procedures for quality control and accuracy of data. Handle financial and accounting discrepancies, coordinating with the UMBA, UMASS Presidents office or appropriate university administrative unit when needed; A&F, Budget, Controller and or campus departments.
  • Oversight of development, monitoring and analysis F&CS department budgets totaling in excess of $50 million annually. Provide on-going budget analysis reports to Directors, Assistant Directors, and Administrative & Finance.
  • Manage all financial accounting procedures to support executive and project management reporting on a wide variety of complex, diverse projects involving any multitude of combinations of funding sources.
  • Monitor, analyze, reconcile and evaluate campus capital plans with spending in excess of $200 million annually from all sources including University of Massachusetts Building Authority, state and campus general operating funds.
  • Develop, monitor, analyze, evaluate and forecast the campus utility commodities budget in excess of $27 million annually. Includes preparation of high level monthly reports for the Directors, Vice Chancellor for Administration & Finance Office, Budget Office and Energy Consultants.
  • Responsible for the effective supervision, direction and leadership for finance, accounting and business staff including project accounting, accounts payable, budget, revenue, grants, and project related work management.
  • Serve as UMASS systems security administrator/data custodian for Physical Plant and F&CS Administration and e-Builder project management systems administrator.
  • Provide support to Directors, Project Managers and support staff with regard to accounting and systems best practices.
  • Assist the Director in achieving F&CS finance related goals across divisions as outlines by the Directors, Associate Vice Chancellor, Chancellor, President and Board of Trustees.
  • Promote and assure continuous improvement and effective communication with F&CS departments; establish and maintain productive relationships with a full range of personnel that reflects a strong commitment to customer service and respect for a diverse campus community.
  • Perform other administrative related duties as assigned.

Minimum Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure)

  • Bachelor’s degree in Business Administration, Finance, Accounting or related field.
  • Seven (7) years progressive experience in business administration, accounting, analysis and budget management.
  • Demonstrated experience in relational data financial systems, administration, database and systems reporting.
  • Demonstrated experience with financial analysis and auditing. Ability to solve complex problems, maintain accurate records and organize data for executive level reporting.
  • Demonstrated knowledge and/or experience in the preparation, analysis and management of multiple budgets, cost and fund accounting principles and practices, with a strong focus on attention to details.
  • Demonstrated excellence in written and oral communication with ability to coordinate and implement change.
  • Demonstrated ability to work independently and as an effective team leader operating effectively within established University rules, regulations and procedures.
  • Ability to work in a stressful, fast-paced environment with flexibility, focus and high production.
  • Strong interpersonal and leadership skills with a demonstrated ability in establishing productive relationships with varied constituents in a diverse work environment while reflecting a strong customer service commitment.

Preferred Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure)

Advanced degree in related field preferred.
