CHIEF MEDICAL OFFICER
Duke Connected Care, a community-based, physician-led network, includes a group of doctors, hospitals and other healthcare providers who work together to deliver high-quality care to Medicare Fee-for-Service patients in Durham and itssurrounding areas.
The Chief Medical Officer, PHMO serves as the clinical authority for the Duke Population Health Management Office (PHMO) and provides clinical oversight and direction to the accountable care organization (ACO) and clinically integrated network (Duke Connected Care). The PHMO is the central entity at Duke Health guiding clinical care transformation initiatives that serve as building blocks for transition to value based care, including coordinating the deployment of related data & analytics programs and fostering relationships with payers, community resources, and physicians to support initiatives. Responsibilities of this position include coordinating development of clinical best practices; providing clinician oversight of care management programs in collaboration with the Associate Chief Nursing Officer; overseeing quality reporting; managing quality and efficiency performance improvement; supporting population health information technology improvements, and overseeing clinical coding and risk adjustment efforts for the PHMO. The CMO, PHMO liaisons with participating providers in Duke Connected Care, including non-Duke affiliated providers. The position reports to the Vice President, Population Health Management, Duke University Health System. Scope of Responsibility This position provides clinical direction and support to the Duke PHMO to further development of the PHMO and Duke Connected Care. The position also applies clinical experience, knowledge, and judgment in development of policies and best practices of the Duke PHMO; participates in regular meetings of the network (including the Operating Committee, Performance Improvement Committee, and the Board of Managers). In addition, the position provides clinical perspective in meetings with external entities including participating providers (both internal and external to Duke), patients, and payers; attends/presents as requested at payer “Joint Operating Committee” meetings and clinical integration/transformation meetings. The position leads internal medical director meetings, facilitates complex care management rounds, and represents the Duke Clinically Integrated Network in various state-level committees as requested. Additionally, the position participates on the High Value Clinical Consensus committee and High Value Analytics Core committee; co-chairs the Clinical Programs Oversight Committee for PHMO; participates on the Ambulatory Coding and Documentation Improvement oversight committee; and co-chairs various provider advisory groups, including the DukeWELL Primary Care Physician Workgroup. JOB DUTIES The following description of job responsibilities and standards reflects the major duties of the position:
- Provides clinical direction and support to initiatives of the Duke PHMO. Responsibilities include managing and coordinating development of clinical best practices and other programs such as care management, quality and cost-efficiency improvement initiatives.Provides clinical and administrative oversight of a team of medical directors, including the Medicaid Medical Director and various specialty medical directors who contribute clinical expertise to Duke PHMO programs and initiatives.Provides clinical and administrative oversight of the Duke PHMO Pharmacy Services team.Coordinates and participates in meetings with providers, senior leaders, and external partners to determine objectives of the various initiatives and programs and to identify internal and external resources available to meet those objectives.Develops and implements work plans, protocols, procedures, and operating policies as they relate to the clinical functions of the Duke PHMO.Provides project input and support to various strategic initiatives including developing project scope, identifying resource requirements, and determining project deliverables.Works with appropriate stakeholders to identify roles of project team members, project reporting structures and frequency of interaction of team members to advance projects.Assists the Vice President, PHM in analyzing, interpreting, and presenting data and information to various parties both internal and external to the Duke PHMO.Assists in the compilation and preparation of operational and clinical reports and analyses setting forth progress, adverse trends and appropriate recommendations or conclusions.Corresponds with potential partners (physicians and hospital representatives), and other interested parties to provide information concerning activities, policies and procedures of various key initiatives.Reviews and summarizes reports on relevant programs and developments, including quality reporting as informed by clinical data and third-party claims data.Serves as clinical authority on Medicare Shared Savings contract quality reporting, prior to submission to CMS.Co-leads building and enhancing clinical predictive models for the purpose of identifying and risk stratifying patients in various value-based insurance plans for complex and rising risk care management.Coordinates the collection and synthesis of relevant information from other like organizations regarding emerging national and regional trends/developments/opportunitiesOther duties as assigned
Qualifications Required at this Level: Education: Work requires medical degree (MD/DO), unrestricted North Carolina license with North Carolina Medical Board, and Board Certification in an ABMS recognized specialty. The Chief Medical Officer, PHMO must be credentialed at Duke to practice independently in his/her specialty. Primary care training is preferred but not required. Prior experience in working with payers is also ideal but not required. Experience: 5-7 years experience in senior-level physician executive role with demonstrated success in managing people and complex processes. Knowledge, Skills and Abilities:
