About the Population and Reproductive Health Program
The Population and Reproductive Health (PRH) Program at the David and Lucile Packard Foundation is committed to promoting reproductive health and rights, with a focus on high quality information and services. The PRH program aims to: improve the quality of comprehensive sexuality education, voluntary contraception, and abortion care; strengthen service delivery, build leadership and advocacy capacity, and shift social and cultural norms to allow women and youth to make their own reproductive health care decisions; and forge partnerships with global research advocacy organizations, especially networks led by youth, and to create positive and effective messages about reproductive health and rights at the regional and global levels.

About the Fellowship
The Program Analyst will be a UC Berkeley employee placed on site at the Foundation. The Program Analyst will assist with strategic initiatives of the PRH Program. The role of the Program Analyst is to provide research, strategic analysis and synthesis, and review of projects pertaining to United States (nationally, and in Mississippi and Louisiana) in the PRH Program. This work will likely involve analyzing the field and current needs and efforts, synthesizing best practices, working with field experts and stakeholders, analyzing investments, evaluating grant proposals and reports, and identifying key learnings and assessing progress toward goals in the US Portfolio. The Analyst's work will complement the knowledge and information of the Program Officers and staff in the PRH program. The Analyst will work with PRH Program Officers to identify and design specific projects and activities that further the foundation's work and the analyst's skill development. Understanding that the goals of the Foundation's PRH Program are inclusive, often reflecting the interests of diverse social, ethnic, and socio-economic communities, the Analyst will gain exposure to grantmaking with a broad lens of diverse issues and populations.

While placed at the Packard Foundation and receiving day-to-day supervision from the Program Officer there, the fellow will also enjoy full support from UC Berkeley-Haas School of Business' Founder and Faculty Director of the Center for Social Sector Leadership. The Berkeley supervisor will provide context for the foundation world, access to resources for fellowship success, and personal coaching and supervision for the fellow. Since the purpose of the fellowship is to develop leaders, the fellowship also includes a professional development budget for the fellow to attend conferences, take relevant workshops and seminars, receive professional career coaching, and develop specific skills and knowledge particular to the fellow's next career goal.

The fellowship begins October 1, 2019 and ends September 30, 2021.

Responsibilities

Applies professional concepts to perform analysis of data and systems pertaining to moderately complex projects, policies and/or processes and functions pertaining to reproductive health in the US and Southern US.
Work with the Foundation's PRH team on a range of activities supporting the grant making process, including conducting research and analysis on topics pertaining to reproductive health, rights and justice in the US and Southern US that can inform grant making and strategy development, and contributing to assessments of grantee organizations

Gathers and assembles analytical and factual data on assigned problems and issues pertaining to reproductive health in the US and Southern US to prepare reports and/or analyses summarizing information on the assigned issues and commenting on other significance for internal department constituents. In doing so, interacts with Foundation staff, grantees, funding partners, government agencies, and content experts as needed to complete assigned projects.
Provide support to the program officers, including preparation of materials and agendas for program meetings, grantee meetings, and field convenings; participation in grantee meetings and site visits pertaining to reproductive health in the US and Southern US, preparation of meeting summaries, and management of follow-up actions stemming from those meetings

Prepares, edits and modifies documents including research reports, manuscripts, presentations and proposals and presents them to Foundation staff, grantees, and/or funding partners.
Contribute to grant portfolio reviews on a quarterly basis, compiling information across grantees to create consumable documents.

Using subject matter knowledge, collects and prepares information for use in discussions, meetings of high level management and external constituents.
Interact with the Foundation's program and evaluation staff, grantees, funding partners, government agencies, and content experts as needed to complete assigned projects and gain exposure to strategic philanthropy in practice; travel to meet with new and existing partners, and attend relevant conferences

On a project basis, performs analytical studies on a variety of policies, programs and issues pertaining to population and reproductive health in the Southern US. Availability to travel to the Southern US, potentially for long periods.
Assist with the monitoring, evaluation, and learning activities associated with the PRH strategies, such as Theory of Change development, compilation of grantee outcomes and indicators, and creating program dashboards

Provides a variety of analytical duties in support of a function, program and/or organizational unit.

Participates in administrative policy and program planning and development.
Engage in both university and foundation communities and professional development opportunities related to the Program Analyst's work

Required Qualifications

Extensive experience and/or graduate level education in health, the social sciences, public policy, business; or extensive experience in a related social justice field in the United States

Proficiency with Microsoft Windows software including Word, Excel, Power Point, and Outlook

Professional and responsive demeanor: efficient, knowledgeable, tactful, and confidential

Demonstrated ability to apply judgment in ambiguous situations and make sound decisions with limited information

Availability to travel, potentially for an extended period of time in the region

Experience working with diverse populations

Education/Training:

Bachelors degree in related area and/or equivalent experience/training.

Preferred Qualifications
Education/Training:

Graduate level education in business, social science, public policy, public health, social work, social science, education, economics, law, medicine, or related fields preferred.

Salary & Benefits
This is a non-exempt, bi-weekly paid position. Hourly pay will be commensurate with experience up to $36.15 per hour.

This is a temporary, Contract Appointment for up to 2-years. The worksite location for this role will not be on the UC Berkley Campus. This position is located at the Packard Foundation HQ, in Los Altos, CA.
