Departmental Overview

Founded in 1930 through a gift from John D. Rockefeller, Jr., International House Berkeley's mission is to promote cross-cultural experiences and leadership skills for a world of greater understanding. Since its founding, more than 90,000 individuals enrolled at the University of California Berkeley and other Bay Area colleges and universities have resided in the historic facility adjacent to California Memorial Stadium along Piedmont Avenue. During the academic year, nearly 600 residents from 75+ nationalities (including the USA) reside in the building which has six floors of residential rooms. The facility includes a conference center featuring the Chevron Auditorium with a capacity of 350, several other smaller meeting rooms, plus a library, and a dining commons with a capacity of 325. Responsibilities

We are in search of a seasoned Human Resources professional who has strong proven labor and employee relations experience to join our International House management team. Under the direction of the Director of Administrative Services, the Human Resources/Employee and Labor Relations Manager serves as the Human Resources Generalist for a department of approximately 75 career employees and 100 casual-restricted and limited employees represented by four bargaining units that are governed by UC policies and procedures. The Human Resources Manager directs and administers the human resources program, including labor and employee relations, recruitment and selection, classification and compensation, employee benefits, workers compensation and employee training. Responsible for ensuring compliance with uniform guidelines, federal, state and local ordinances pertaining to labor relations and recruitment and selection processes. Serves as a strategic partner to management and exercises direction over professional and clerical staff of 2.5. A key component of the position is to act as a resource for managers and staff concerning all areas of labor relations and performance management, and to provide effective guidance to management on the interpretation and administration of the four collective bargaining agreements and the University's relevant policies and procedures.
The Human Resources Manager performs varied and high level assignments with a significant degree of responsibility and independence and assists the Director of Administrative Services in the implementation of overall policy development for program planning, administration and operations of the Human Resources Department. The incumbent is responsible for accomplishing departmental goals and objectives for major functional area assigned and for special programs and projects.
Some Key Responsibilities:

  • Full cycle recruitment functions: recruitment, selection and hiring of staff;
  • Responsible for the administration of benefits, compensation, performance management, employee evaluation and complex personnel matters;
  • Process employee re-classification reviews in consultation with managers and Campus Compensation Unit;
  • Resolution of employee grievances and complaints;
  • Mediate conflicts between employees, advise and assist managers with progressive discipline matters;
  • Consults with department managers on matters of interpretation of UC policies, procedures and collective bargaining agreement;
    Ensure compliance with all applicable policies and procedures, federal and state laws and regulations; i.e., Title IX, HIPPA and FMLA;
  • Administer the worker's compensation program, conduct interactive discussions and create and monitor Return to Work Agreements (RTW);
  • Acts as a liaison with Central Human Resources and Labor Relations Office in the resolution of grievances and complaints;
  • Represent I-House at bargaining unit meetings and grievance hearings;
  • Respond to and author written grievance responses, and coach and advise managers on the grievance process;
  • Effective and timely responses to sexual harassment, discrimination and workplace bullying and other alleged violations of UC policies;
  • Work in collaboration with the Payroll department to resolve employee payroll issues;
  • May investigate internal confidential and sensitive matters as needed;
  • Oversees the Human Capital Management (HCM) data entry updates;
  • New Employee Orientation;
  • Develop and implement employee engagement activities;
  • Ensure that performance evaluations are submitted timely and correctly by managers and ensure contractual and/or policy compliance;
  • May conduct training for supervisors and managers in the areas of performance management, contract and policy interpretation, worker's compensation and other relevant HR functions.
  • Collaborate with external stakeholders; i.e., Workers Compensation, Risk Management and Central HR;
  • Oversees the employee recognition program, professional development, incentive and training programs to support staff and I-House operations.

    Required Qualifications

  • Bachelor's degree in related area and/or equivalent experience/training. A typical combination would include: graduation from an accredited college or university with a Bachelor's degree in business or public administration or social sciences and a minimum of seven years of professional human resources work experience, five of which are at the management level.

    Preferred Qualifications

  • Master's degree in related field; PHR or SPHR Certification;
  • Advanced knowledge of campus policies and procedures;
  • Advanced knowledge of functional area and understands how work impacts other areas in HR and the campus;
  • In depth knowledge of UC Berkeley's Human Resources Management System (HCM) and other related business software programs and systems;
  • Experience working in a diverse work environment.

    Salary & Benefits

    Salary Range: $69,000.00 - $105,200.00 (DOE)
