MEASURE Evaluation, a global USAID-funded multi-partner project focusing on population, health and nutrition monitoring and evaluation (M&E) activities based at the Carolina Population Center (www.cpc.unc.edu), University of North Carolina at Chapel Hill, has been awarded an Associate Award titled Strengthening Surveillance, Monitoring, and Evaluation for Malaria Control and Elimination (Malaria SM&E) and has an immediate opening for an Operations Director (OD). The Operations Director will work with the Technical Director to ensure that field operations are carried out in alignment with the vision set for the Malaria SM&E Award and with USAID rules and regulations.

The Operations Director (OD) is a member of the MEASURE Field Operations Division and performs technical research duties. The OD provides strategic management and technical leadership of an award. The OD works in close collaboration with other Field Operations staff to ensure cohesive and effective implementation of USAID funded programs across projects, as well as coordination of field- and core-funded activities implemented in countries. The OD works directly with the project management staff of specific awards and provides strategic information needed by MEASURE Evaluation Phase IV Project Senior Management for programmatic and budgetary decision making and assists with facilitating key partnerships critical to the functioning of all MEASURE Evaluation projects. In this role, the OD coordinates cross-partner collaboration at the project level, facilitates training and technical updates for project staff, ensures clear and systematic information-sharing between field-based staff, central staff, and Project Senior Management, and serves as the primary contact (with the Technical Director) for the USAID Management Team. From time to time, the OD is also called upon to assist country teams in the delivery of their approved scopes of work.

Reporting to the project’s Director for Field Operations, the OD will provide research technical assistance, individually or as part of a Field Operations team, to organizations and institutions in developing countries, as well as to global institutions (such as the United Nations agencies and international donor organizations) on issues related to the monitoring and evaluation of population, health and nutrition programs, including HIV/AIDS, TB, and malaria. The position will be housed in Carolina Population Center at UNC and could travel up to 30% annually.

Educational Requirements

Master’s in Public Health or related field.

Qualifications and Experience

-Minimum of 10 years of experience working in project management/operations for developing countries.
-Proven organizational and negotiation skills and management experience.
-Prior experience working with USAID or US Government-funded projects is recommended.
-Thorough understanding of USG rules and regulations.
-Monitoring and evaluation or HIS relevant experience/skill required.
-Fluency in English is required, and a second language (French, Portuguese or Spanish) is preferred.
-Demonstrated strong leadership, management, and interpersonal, including written and verbal communication skills required.
-Attention to detail, able to work in teams and manage workflow processes under time sensitive project deadlines.
