The Chief Technology Officer (CTO) provides overall direction, supervision and planning for Enterprise Systems, Technology Infrastructure and Operations and Client Computing and Library Services. The position is responsible for keeping Lehigh at the forefront of change by establishing current and long range direction of technology and by developing innovative college-wide information systems that support the strategic goals of the university. The CTO will effectively manage campus-wide information systems to support both centralized and distributed IT services that promote academic success, excellent service to clients and efficient administrative functions.

Accountabilities:
  1. Manages the Director of Enterprise Systems, the Director of Technology Infrastructure and Operations and the two assistant Directors of Client Services
    • Directs activities of the Client Services Group, Enterprise Systems and Technology Infrastructure and Operations
    • Leads planning meetings with appropriate leadership from Client Services, Enterprise Systems and Technology, Infrastructure and Operations concerning various projects that involves technology based solutions
    • Develops LTS policies and procedures
    • Oversees the development and maintenance LTS's databases and software
    • Oversees the implementation of networking services
    • Establishes priorities for LTS technology services activities
    • Evaluates job performance of employees and makes recommendations for hiring, firing, promotions and salary adjustments
  2. Planning, budgeting and new initiative development
    • Recommends short and long-term service offerings to be provided by LTS to the general University community
    • Stays current with latest trends in computing, networking, enterprise systems and telecommunications
    • Leads and implements the latest trends based on LTS strategic plans
    • Manages complex budgets to support operations and new initiatives
    • Manages the planning and implementation of new initiatives
  3. Facilitates an IT governance structure that ensures communications and transparency of IT projects and initiatives
    • Chair Lehigh’s Advisory Council for Information Services which develops and approves campus wide information policies
    • Works to ensure that all of LTS governance committees meet and report on a regular basis and communicates change throughout the University
  4. Responsible for establishing the current and long-range direction of technology aimed at keeping the organization on the forefront of change
    • Establishes current and long-range direction of technology aimed at keeping the University on the forefront of change; this includes the analysis of purchased systems, hardware and software; or the internal design and development of hardware and software systems
    • Dispenses technical advice, guidance, direction and authorization to carry out major plans and procedures
    • Leads ongoing evaluation of technologies, operations and systems
    • Promotes the interfacing and control of the Lehigh’s present technology and the dissemination of technological information throughout the University
Qualifications:
  1. Master's Degree in Information Systems or related field
  2. Eight or more years relevant work experience
  3. Experience leading and managing a dynamic technology environment at the University level with a focus on developing collegial working relationships with campus stakeholders in support of the University's mission
  4. Supervisory experience managing large staff and complex budgets in technology resources
  5. Demonstrated ability to complete projects on time and on budget, and report on status and progress
  6. Excellent communication and interpersonal skills, with proven success working in highly collaborative, diverse environment
  7. Solid analytical, decision making and creative problem solving skills
  8. Record of proactive professional engagement and solid presentation skills
  9. A deep understanding of the complexities of University technology requirements.
  10. Successful completion of standard background checks including but not limited to: social security verification, education verification, county and national criminal background checks, PATCH, FBI fingerprinting, Child Abuse Clearance. Based upon the requirements of the position Lehigh may also request credit history reports, motor vehicle checks and professional license/certification verification
