Job Description SummaryMontgomery College, Administrative & Fiscal Services located in Rockville, MD, has need for a full-time Accountant II, position #S03542. This is an exempt, non-bargaining, Grade 27 level position. The normal work schedule is Monday – Friday 8:30 am – 5:00 pm.

Under general supervision, the incumbent performs professional accounting and financial reporting. This accounting work requires the understanding and application of formal accounting principles and practices to ensure financial record keeping and procedures meet acceptable standards. Assignments usually consist of specific tasks relating to the practical application of theory and basic principles of accounting in the context of the regulations, organization, requirements, automated systems, and other characteristics of a finance/accounting operation.

Duties and responsibilities include but are not limited to:
• Works involve all aspects of the accounts receivable (AR) functions including the cashiering function or processing of cash receipts; resolution of outstanding amounts due to the College; investigation of student issues, and account balances.
• Supports treasury functions including daily cash flow projections and ensuring timely coverage of operational needs; including monitoring investment opportunities, monitoring earnings and maturities, journal entries, verifying sufficiency of collateral and other cash management duties as assigned.
• TouchNet Information System administration including; user role creation and management, addressing functional questions, approving and/or modifying changes to system settings, updating the default term, creating new plans and terms in the system, working with TouchNet representatives and IT to resolve any systems issues.
• Process and system management: Prepares and maintains the AR/Finance calendar for all processes and reports. Reviews scheduled processes for accuracy, completeness and efficiency. Processes include student and other receivable billing, refunds, no-pay deletes, term set up and tuition and fee construction, tuition installment plans, returned checks and fines, manage 1098-T cycle and ensure compliance including; required set up and testing/system validation. Leads, directs and coordinates with other personnel on these processes and reports. Acts as the system administrator for the AR portion of the College’s enterprise system.
• Troubleshoots all AR/Finance system related issues; analyze and resolve problems identified.
• Performs periodic analysis, research and reconciliations for account balances.
• Oversees the processing and the receipt and posting of returned checks.
• Assists with the annual audit for any year end closing schedules or processes required.

Job Description

Required Qualifications:

  • Bachelor's degree in accounting or a related field.
  • Minimum of three years of professional accounting experience. An equivalent combination of education, training, and experience may be substituted.
  • Knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) recommendations; of laws and regulations governing accounting procedures and systems.
  • Knowledge of PC hardware and software capabilities and accounting applications. 
  • Skill in operating within an integrated application business environment (i.e., all business applications are integrated into one system and requires communication and understanding of all).
  • Skill in using standard office equipment, including computers, computer applications, and software, communicating accounting information, both in writing and orally. 
  • Ability to maintain a group of accounts, and organize work to set priorities and meet deadlines, communicate and work effectively with others within and outside of the organization, to interpret financial and accounting data, and provide appropriate analysis for management’s use in decision making.
  • Eligible applicants must currently be authorized to work in the United States and not require employer visa sponsorship.

Preferred Qualifications:

  • Bachelor’s degree in Accounting.
