Manager of Student Case Management

Job Purpose
Towson University is accepting applications for a Manager of Student Case Management. This position serves as an advocate for student success and well-being, coordinates and provides direct service to students encountering problems arising from illness or mental health, bereavement, food insecurity, academic stress, and other student related problems and crises coming to the Office of the Vice President for Student Affairs. Using a team approach, the Manager works in coordination with other staff involved in the management of student behavior. The Manager coordinates the university behavioral intervention team process (CARE Team) and ensures follow-up from CARE Team weekly meetings. The Manager uses university risk assessment protocols (e.g. Tier process, Involuntary Withdrawal Procedure etc.) to ensure that student risk is evaluated and addressed by the university and manages communication with students and parents when students are hospitalized or involved in a required risk assessment process.

The Manager educates faculty and staff on the management of students of concern with Directors of Counseling, Student Conduct and Disability Support and uses a range of policies and procedures in problem-solving with students. Reports to authorities when required on child abuse, sexual misconduct, and Clery reportable violations. Ensures divisional training on these topics.

Additionally, this position supervises the Case Manager position and a Graduate Assistant, and shares supervision of the Case Manager for Housing and Residence Life around case management concerns.

Description
Coordinates timely response and provide direct service to student concerns, parent calls, student illness and mental health concerns, bereavement, food insecurity, academic stress and other student problems. Makes referrals to other services when appropriate. Coordinates behavioral issues with other services. Uses university risk assessment protocols to ensure that student risk is addressed. Use Symplicity Advocate to maintain records of interactions, decisions and follow-up care of students. Coordinates the CARE Team (behavioral intervention team) meetings on a weekly basis. Uses standard protocols to discuss possible levels of risk with Team. Records recommendations for action and assure follow-up actions are performed. Works as a team with other staff and faculty to manage student concerns.

Reviews existing threat assessment and student case management protocol and policies and provide additional structure to CARE Team and case management processes where necessary using recommendations from national organizations or other resources. Ensures that the CARE Team receives training on these processes. Provides leadership and supervision for the case manager function in the Office of the Vice President for Student Affairs and work in collaboration with other case management functions in Housing and Residence Life.

Serves as resident expert on the use of Symplicity Advocate to maintain records of case management actions. Ensures up-to-date report maintenance. Keeps the Vice President and Associate Vice President current on trends and patterns of student concerns and usage of service. Produce assessment and annual report for case management function.

Educates faculty and staff on the management of students of concern through workshops, panel discussions and printed materials coordinated with organizations such as the Counseling Center, Student Conduct, and Disability Support Services. Develops marketing materials and other information to educate faculty on referring student concerns to Student Affairs. Assures that faculty and staff are aware of online reporting mechanisms.

Coordinates Divisional staff training on sexual misconduct, child abuse and Clery reporting with the Office of Inclusion and Institutional Equity and Towson University Police Department. Supports the food insecurity, financial literacy and other programs necessary to assist students on campus. Market food insecurity program to students most likely to need it. Serve as member of the Student Affairs Leadership Team, participate in divisional events and programs and university committees as assigned. Perform other duties as assigned.

Reports to the Associate Vice President & Dean of Students.

Qualifications:

Master’s degree in higher education, student development/personnel, counseling, social work or related field with 5 or more years of relevant experience. PhD preferred. Excellent communication skills; outstanding listening and helping skills; ability to demonstrate compassion to students and families in crisis; understanding of diversity and multicultural issues for students in college; excellent problem-solving skills; ability to work as a team; strong organizational skills; ability to multi-task in a busy environment. Knowledge of Symplicity Advocate or other similar system; PeopleSoft student information system or similar system required.
