University Temporary Services (UTS) is housed within Human Resources and is the in-house temporary service for NC State University and UNC-Chapel Hill. The service is completely self-supported. The mission of the unit is to provide quality staffing services to support the teaching, research, and service mission of the university.

Essential Job Duties

The Assistant Manager reports to the UTS Manager and partners with the Manager in strategic planning and oversees daily service delivery of a dynamic temporary staffing service for both NCSU and UNC-Chapel Hill. The Assistant Manager provides supervision to permanent and temporary staff in activities such as recruitment, candidate sourcing, screening, assessment, placement, and employee counseling. The Assistant Manager directly supervises a team of Staffing Specialists (currently five) who provide recruitment services to clients and Staffing Assistants (currently two) who provide critical recruitment support to the Staffing team. In addition, the Assistant Manager serves as an advisory resource and point of escalation for Staffing Specialists. The Assistant Manager works with the Manager to ensure that goals are met as related to volume of activities, new business, marketing, and service enhancements.

A primary function is independently ensuring that UTS identifies, screens, and places the most qualified applicants to each job request to ensure customer satisfaction and continued business solvency. This would include assessing the needs for each location, determining best practices and working collaboratively amongst the two locations to develop SOPs and process enhancements.

The Assistant Manager interacts regularly with campus officials and administrators. Excellent judgment must be exercised to analyze situations, troubleshoot problems, and take appropriate actions. The Assistant Manager interprets state and university policies and applies them appropriately.
The Assistant Manager is also responsible in supporting the Manager in business development and strategic marketing including development of an annual marketing plan tailored to the culture and needs of each institution.

Minimum Experience/Education

Bachelor’s degree and two years of progressively responsible professional human resources management experience; or an equivalent combination of training and experience.

All degrees must be from appropriately accredited institutions.
