 The Center for Innovative Design and Analysis is new and a collaboration between the Schools of Medicine and Public Health. The goal of the Center is to create a central hub for analytic activities on the CU Anschutz Campus. Its’ vision is to ‘transform health data into knowledge’.

 The Assistant Director is a critical member of the Center’s executive leadership. It plays a key role in the financial, budget and strategic planning within the Center. This position is responsible for making fiscal, budgetary decisions and/or recommendations to the Center Director, certifying financial reports, providing business planning, and accounting and budgeting areas for the Center.

 Because the academic appointments of faculty in the Center generally reside in the Department of Biostatistics and Informatics in the Colorado School of Public Heath, this position will collaborate closely with the administration in the Department of Biostatistics and Informatics. 


Thisposition uses an assortment of skills and knowledge typically used in fieldssuch as finance, accounting, business administration, and management. Thisposition reports directly to the Center Director. Thisposition will eventually supervise a university staff member within the center

FiscalManagement

  • Serve as the Financial Lead for the Center, as required by the Administrative Policy Statement for all Centers with annual budgets over $2M.
  • Work closely with the Center Director to implement this newly-formed Center’s financial and strategic plans and develop annual and long-term plans for funding operations.
  • Lead the development of Center policies and procedures regarding budgets and expense management.
  • Establish fiscal control provisions (i.e. accounting procedures, use of general funds, terms and conditions of expenditure and authorization, agreements for indirect cost recovery, etc.) for the Center as required by Administrative Policy Statement 1008.
  • Create and manage budget forecasts for all accounts to ensure financial integrity within the Center as part of Center’s internal MOU’s.
  • Meet with Faculty to strategically plan funding distributions each month.
  • Collaborate with the University and School of Public Health to ensure business standards and objectives are met.
  • Responsible for working with the School of Medicine and School of Public Health financial representatives to ensure that budget planning and financial goals align with each school’s annual finance goals/obligations.
  • Oversee budgets for the development and implementation of an internal and external branding, marketing, and communications plans.
  • Serveas the Center’s payroll liaison;coordinate and process personnel and payroll actions using PeopleSoft HumanResources System.
  • Determine areas vulnerable to audit and develop plans to strengthen those areas.
  • Project spending and help PIs create short and long-term spending plans with the support of administrative staff.
  • Complete annual budgets and cost studies for auxiliary and service center accounts
  • Provide high quality, creative, and solutions-oriented financial support, advice, and counsel at the strategic, policy, and operational levels.
  • Provide reports on a monthly, quarterly, and annual basis showing budget projections, annual expenditures, and breakdown by speedtype and account type.
  • Makedecisions regarding financial propriety, necessity of expenditures, manage fundingdistributions, and expense allocation.
  • Coordinatewith the UCD Provost Office (Associate Vice Chancellor for Academic Planning),Director of Policy and Fiscal Analysis, the Center’s leadership in order todevelop the Center’s program and business plan, and By-Laws.
  • Initiateand create formal affiliation agreements where funds will be shared or flow inone or both directions with the affiliate institutions.
  • Ensurethat historical financial information is available for reauthorization/programreview as needed.
  • Overseeprocurement processing and cardholder; approve purchases and financial actionsin PeopleSoft Financial System.
  • Grants/SponsoredProjects:

  • Work closely with CoSPH pre-award staff to track and manage grant awards, to include routing, approval processes and budget for proposals.
  • Develop and implement post-award processes for the Center.
  • Work with CoSPH staff and G&C for account setup of awards.
  • Ensure all spending is budget-appropriate and within award guidelines or restrictions.
  • Track spending to complete FSR reports, carry-forward requests, and closeouts.
  • Work with the Office of Grants and Contracts to develop mechanisms for establishing “child” speedtypes under CIDA’s org for non-PI grants (collaborative funding) and ICR distribution mechanisms for collaborative (non-PI) grant funding in collaboration.
  • Ensure accurate collection and distribution of the Center’s ICR revenues.
  • Manage invoices and payments that include external contracts.
  • Act as a liaison between outside institutions and G&C in order to set up contracts for master services agreements and professional services agreements.
  • Oversees the center’s gift and endowment accounts
  • Develop financial models for education program growth and to manage payment structures
  • Assist faculty and staff in the creation of budget proposals and contracts with the Center for new trainings and courses

  • Represent the Center and Center Director to accomplish the goals and mission of the University of Colorado and Colorado School of Public Health, and the Center for Innovative Design and Analysis
  • Aid in the development of fiscal plans
  • Educate center and department personnel and other relevant constituencies on all relevant internal and external fiscal policies and procedures.
  • Serve as a resource to faculty and staff regarding financial, grant, payroll, and benefits.

    Salary and Benefits: 


    The salary range for this full-time position has beenestablished at $75,000 - $90,000 and is commensurate with skills andexperience.

    QualificationsMinimum Qualifications:
  • A bachelor’s degree in business, business administration, finance, accounting, education, social sciences, healthcare administration, public administration, communications, information systems, or a directly related field from an accredited institution.
  • A minimum of five years of progressive professional management and financial experience in an academic medical center or public health environment.
  • The position requires extensive, diverse and progressively responsible experience at the management level, including direct responsibility for overseeing performance of staff who have responsibilities for accounting, funding distribution processing, and day-to-day clerical activities.

     Preferred Qualifications:

  • Experience in administration or finance in an institutional setting is highly desired.
  • A demonstrated ability to assemble and analyze information for reports and special projects, and ability to generate clear and concise reports using Excel and Tableau.
  • The ability to develop and maintain strong relations with the faculty and staff based on mutual trust and respect.
  • Experience with various types of funding and accounts including grants, contracts, gifts, endowments, state funding, ICR, clinical revenue, consulting revenue, auxiliaries, and service centers
  • Competencies, Knowledge, Skills, Abilities:
    • Ability to communicate effectively, both in writing and orally.
    • Ability to establish and maintain effective working relationships with employees at all levels throughout the institution.
