General Description

Delaware County Community College, a competency-based institution, committed to diversity invites applications for a Vice President, Finance & Administration/Treasurer in our Finance & Administration department.

The Vice President of Finance and Administration (VPFA) is a key member of the executive leadership team, and chief advisor to the President on all matters related to the management and oversight of business and financial affairs of the College, including all of its campuses and locations. The VPFA will exercise executive and administrative direction over the College's financial and operational programs to include the planning, development, implementation, coordination and monitoring of all business and fiscal policies and programs. Responsibilities include the development and implementation of sound and student-oriented business and fiscal policies, negotiating and administering union contract, and skillful and entrepreneurial leadership of facilities planning and construction, budget development, finance, payroll, purchasing, procurement, and public safety.

Duties

Primary responsibilities include but not limited to:-

  • Leads and coordinates activities of Fiscal Services and Financial Reporting, Payroll, Facilities Planning, Public Safety, Physical Plant, Construction, and Purchasing;
  • Develops and manages the operating and capital budgets of the College in collaboration with the President, the executive staff, and budget managers; and facilities administration of the budgets in accordance with College policies and procedures;
  • Manages the timely preparation and coordination of applicable reporting of data to the Facilities, Finance, and Investment Committees of the Board of Trustees, the DCCC Educational Foundation Finance Committee, the Board of Directors of the Educational Foundation, the Board of Trustees of the College, the Liaison Committee of sponsoring school districts, and other external agencies (local, state, and federal);
  • Maintains appropriate College financial records and physical asset records and coordinates audits by College, State, and Federal designated authorities;
  • Serves as Chief Financial Advisor to the President to recommend changes in College policies and procedures governing business, fiscal, payroll, and facilities functions;
  • Administers contracting relationships for the College with the support of legal counsel;
  • Oversees and manages the implementation of the campus master plan, including all renovation plans, major construction projects, and equipment/furniture replacement plans;
  • Manages and recommends changes in the College's insurance programs;
  • Leads strategic planning efforts for all aspects of financial and administrative services;
  • Maintains official administrative contact with county, state and federal agencies, and represents the College at various organizations and meetings;
  • Leads and coordinates all activities related to bond funding;
  • Assists the President in formulating the business policies to be recommended to the Board of Trustees;
  • Coordinates Institutional Effectiveness Plan (IEP) for the Administration and Finance Division;
  • Selects, supervise, and evaluate the personnel of the Finance Office, Business Services, Purchasing, IT, and Bookstore;
  • Prepares reports and presentations for submission to the President, the Board of Trustees, and other College constituencies.
  • Attends all College Board of Trustees Meetings.
  • Serves as a member of the President's Cabinet, assisting with major decisions of the College.
  • Participates in the deliberations of College committees as assigned.
  • Maintains professional affiliations as appropriate.
  • Represents the College at functions and other civic activities as required.
  • Represents the College to community organizations and groups in presentations and as an active member of such groups.
  • Assists the President, in the absence of the President, in directing the affairs of the College as delegated.
  • Performs other duties as assigned by the President.
Minimum Qualifications

The ideal candidate must have: -

  • Master's Degree in Financial/Business Administration or equivalency required;
  • Five (5) years of experience in financial management and administrative/supervisory experience required; experience in an educational environment preferred;
  • Experience as chief financial officer or equivalent preferred.
  • Significant exposure to community college philosophy and operations including budget preparation, collective bargaining, purchasing and physical plant operations;
  • Ability to work effectively with a diverse population;
  • Demonstrated skill and knowledge of the following areas: financial management, budgeting, computer literacy, interpersonal skills, communication skills, supervisory skills, planning and organizational skills, leadership and initiative;
  • Ability to plan, develop, implement, and direct all Administration and Finance needs of the College;
  • Ability to work independently and as a team member, prioritize tasks, meet deadlines, and assign work to others;
  • Ability to maintain professionalism, confidentiality, composure and a student-centered focus and attitude while carrying out all job responsibilities;
  • Ability to handle sensitive and difficult situations with tact and diplomacy;
  • Ability to adapt to a constantly changing environment with multi-faceted duties;
  • Excellent communication skills and organizational skills;
  • Solid mathematical and accounting skills necessary to compute budgets and financial reports;
  • Strong leadership, critical thinking, and problem-solving skills;
  • Strong knowledge of Microsoft Office and Internet usage for research and communication.
  • Sufficient manual dexterity to operate all office equipment;
  • Ability to hear and translate normal conversation;
  • Ability to follow safe work practices with office equipment and observe fire and safety regulations;
  • Ability to stand, walk, sit, reach, bend, stoop, crouch, lift, and continuously perform essential job functions for a normal work day.

Pennsylvania Act 153 Clearances
