Anne Arundel Community College is seeking a visionary and forward-thinking leader with a demonstrated record of achievement in higher education administration to serve as its founding Associate Vice President (AVP) for Continuous Improvement and Innovation Analytics. The AVP will plan, organize, control, and direct operations and activities to ensure a broad range of stakeholders are supported with data and analytical tools as valuable resources that empower decision making at strategic, tactical and operational levels, while also maintaining required reporting and data integrity. The AVP is also leader of the college’s data governance strategy and assists the Associate Vice President for Learning and Academic Affairs in accreditation oversight.

The AVP for Continuous Improvement and Innovation Analytics provides leadership for the systematic use of data to improve student success, departmental and unit effectiveness, and college procedures and policies. The AVP provides the structure and necessary support for the college’s systematic assessment efforts. The college is seeking to re-frame traditional approaches to assessment to ensure a focus on providing faculty and staff the time and space to innovate in the classroom and in their planning efforts. To this end, the AVP ensures that the processes for, and documentation of, institutional planning and effectiveness are followed, with a lens toward innovation and continuous improvement. The AVP also ensures that the college’s equity agenda is rooted in data-driven outcomes and decisions. The AVP will work closely with the Vice President for Learning and the Executive Director of Strategic Initiatives to engage the college community in robust strategic planning processes focused on completion. The AVP supports all three divisions of the college and generates an annual assessment report on the status of the college's institutional planning and effectiveness agenda. The AVP is responsible for the management of the Office of Planning, Research and Institutional Assessment (PRIA).

Job Duties and Responsibilities:

STRATEGIC PLANNING: Continuously updates the President and Vice Presidents and their teams on national, regional, and county data and/or practices that are relevant to current or future college programming. Provides guidance to the President and Vice Presidents on where strategic approaches to student success can and should be focused, while supporting the college’s long-term vision around continuous improvement and data-driven innovations. Manages the Institutional Assessment Team (IAT), a college-wide committee.

CONTINUOUS IMPROVEMENT/INSTITUTIONAL EFFECTIVENESS: Collates Key Performance Indicators developed through the strategic planning process as well as qualitative and quantitative data, offers college leadership, committees, and units/departments data that is relevant to student success and completion. Maintains currency with policy issues and trends regarding performance measurement, accountability, and institutional effectiveness.

EQUITY: Works across the college to provide data on equity gaps in student outcomes. Provides individual units and committees with national best practices to eradicate achievement gaps, and also planning for and assessment of initiatives regarding equity. Works with the entire campus to achieve the stated goal of eradicating achievement gaps.

ENROLLMENT MANAGEMENT: Assists the institution in identifying and understanding emerging trends and significant environmental changes to support the college in its planning and development efforts with regard to enrollment, retention, and completion. Leads the assessment of enrollment, retention, and completion and brings analyzed data to proper committees to affect procedural and policy change at the institution.

DATA GOVERNANCE: Leads the institution in managing the data governance process to help assure the integrity and accuracy of the college’s data and data systems with ongoing monitoring to support continuous improvement and innovation. Promotes communication among data users on campus, develops guidelines for data use, and assists in promoting a culture of evidence at the college.

INTERNAL AND EXTERNAL COLLABORATION: Oversees a system to respond to and prioritize data requests of the college community. Represents the college in local, state and national committees and task forces appropriate to the areas of immediate responsibility.

SUPERVISION: Responsible for management of the PRIA Office, including recommendation of staffing, hiring, performance standards, evaluating staff, and staff development and training. Oversees and assists with the recruitment and training of the IAT and team advisors college-wide.

PROGRAM DEVELOPMENT: Supports a culture of accountability and continuous improvement through effective presentation of data in a systematic fashion.

BUDGET AND FISCAL MANAGEMENT: Responsibly manages the office budget.

COMPLIANCE: Provides guidance and direction for all academic, administrative, and support units in identifying key outcome measures and effectiveness indicators. Works in partnership with all areas of the college to ensure that planning and effectiveness goals and metrics are established and measured. Oversees the College’s Institutional Research Board (IRB).

OTHER DUTIES: Performs related duties as assigned

Required Qualifications:

10 years of progressive leadership experience in a higher education environment.

5 years in a leadership/management capacity in a post-secondary education environment.

Demonstrated understanding of a comprehensive community college.

Master’s Required.

5 years supervisory experience.

Demonstrated success in providing collaborative leadership. A strong track record of leading with both a decisive and consultative style, of fostering open communications and proactively building strong and positive relationships with faculty and staff across internal and external boundaries.

Demonstrated success serving as a change agent and as an innovative and forward-thinking leader who can think strategically and translate college-wide strategies and priorities into successful strategic and operational plans and polices for area of supervision.


Preferred Qualifications:

Doctorate preferred.

Community College experience preferred.

5 years of experience with outcomes assessment at the course, program or institutional level.
