Title:Senior Programmer/Analyst Posted Date:07/11/2019 Job Category:Staff Department:Information Services - HINS Position Status:12 Month Regular Salary Range:$80,438-$100,547 Position Summary:The Senior Programmer/Analyst supports the research and evaluation agenda of the Planning, Research & Institutional Assessment Office (PRIA) by maintaining and further developing the quality and accessibility of institutional data and improving process effectiveness. Develops, tests, debugs, implements, supports, and documents increasingly complex computer programs. Continually improves processes to maximize productivity and support new PRIA processes. Manage PRIA data systems to support regulatory compliance and federal and state reporting. Design and implement reporting solutions to support strategic planning and Middle States Self Study process

Job Duties and Responsibilities:

Manage PRIA data systems, processes and procedures to continually maximize productivity and ensure data integrity for the department. Working in conjunction with IS plan, modify, test, document, and debug the Colleague system to meet the requirements of a 2 year college instead of the delivered 4 year college. All system enhancements must be performed in strict accordance to Application and Development Support (ADS) standards, as well as the Systems Development Life Cycle (SDLC). This is to include in-house modifications, as well as vendor delivered solutions.

Design and implement reporting solutions to support college strategic planning and Middle States Self Study process. Design and implement reporting solutions in support of regulatory compliance, including federal and state reporting requirements. Develop and test the Informer System for all PRIA reports.

Analyze, design, and document proposed additions or changes to the existing system. Prepare scope and requirements documentation for all new requests as an essential step in getting complete agreement from all stakeholders. This is to include the creation of technical documentation for all changes to the system (new or modified) as essential in facilitating future modifications. This should include project requirement documentation for users, as well as technical documentation intended for IS use.

Troubleshoot end-user issues in PRIA pertaining to the Colleague system using the Application and Development (ADS) production support model, including any interacting 3rd party systems

Required Qualifications:

Bachelor's degree or higher

Minimum 9 years of experience in programming skills in a high-level computer language such as COBOL, C++, Visual Basic and/or UniBasic. Technical skills in relational database, UNIX and Client Server environments

Minimum 9 years of systems analysis and design of computer systems. Project management experience, with experience in defining and developing of project scope

Minimum 7 years of analytical experience.

5 years of programming skills in third party reporting languages

Strong analytical, documentation, interpersonal and leadership skills including excellent oral+written communication skills Current experience installing, implementing, maintaining and supporting vendor developed administrative systems in an academic environment

Strong customer service skills with the ability to deal tactfully and effectively with students, faculty, staff, and vendors

Preferred Qualifications:

3 years technical skills with web programming and design a plus.

Programming skills in UniBasic, Envision Toolkit or Colleague Studio a plus

Large systems/business experience.

Knowledge of Business intelligence and Analytical systems like Tableau or Ellucian CROA

Knowledge of operational data store

Knowledge of relational databases like SQL Server databases

Task oriented and able to work on multiple projects concurrently. Good team player who can also work independently. Must have the ability to work after hours and on weekends, when required.

Maintain state-of-the-art efficiency through professional development programs offered through the college, industry seminars, in-house knowledge transfer sessions, or independent effort

Work with software vendors, such as Ellucian and Tableau, to ensure that the college remains up-to-date on the technology required to support business processes. This includes participating in Beta test groups, focus groups, and Maryland Community College specialized groups.
