Departmental Overview
The Office of the Chief Information Officer (OCIO) includes nine departments and functions that directly report to the Associate Vice Chancellor for Information Technology and Chief Information Officer (AVC-IT & CIO). These reporting units include more than 330 staff and 30 student employees. The AVC-IT & CIO directly manages an operating budget of approximately $55 million which includes about $35 million of recharge revenue, and $1-2 million in grants and contracts. The AVC-IT & CIO is responsible for the strategic oversight of campus-wide information technology (IT). A member of the Chancellor's Cabinet, and reporting dually to the Executive Vice Chancellor & Provost (EVCP) (link is external) and the Vice Chancellor for Administration (VCA) (link is external), the AVC-IT & CIO leads the campus-wide IT strategic planning effort. The AVC-IT & CIO chairs the campus Information Technology Leadership Group (ITLG) which includes both solid and dotted line reporting relationships. This role involves sponsoring IT committees and collaborating with IT service units across campus in support of UC Berkeley's mission of instruction, research, and public service. This position
reports to the Associate Chief Information Officer (ACIO), IT Client Service in the Office of the CIO.

Responsibilities
This position will manage a total of three desktop support teams. Each team consists of one supervisor and 8 to 10 technicians. Assignments will include supervising day-to-day operations, managing employee performance and development, building trusted and strategic partnerships with campus and other IT departments, engaging with HR and labor relations on ITCS employee issues, and helping to manage the ITCS budget. Additional assignments may include direct consultation with academic departments on IT matters including staffing, equipment, and IT budget recommendations. This position will also assist the Associate CIO with other ITCS functions are needed.

Analyzes data to establish/refine/modify priorities for three ITCS desktop support teams. Manages customer expectation by collaborating and communicating with campus departments; communicates customer expectation to staff, and helps staff manage workload to meet/exceed customer expectation. Consults with departmental leaders on IT support, equipment, service performance (metrics), and budget - assists with establishing special IT support arrangements (MOUs).

Assists the ACIO with establishing, reviewing and updating operational and budget processes. Monitors and reviews HR and space planning needs. Helps to manage the departmental budget by analyzing spending trends, and calculating short- and long-term financial allocations/forecasts/obligations.

Establishes and recommends changes to policies/procedures which affect the department. Observes, and if necessary manipulates, day-to-day activity, workloads and workflows to ensure the success of ITCS.

Manages three desktop support teams through subordinate supervisors/team leads. Coordinates activities of the department with responsibility for results in terms of costs, methods, and employees. Administers IT Client Services processes and procedures that directly affect subordinate employees. Listens to, communicates with, and observes staff, colleagues and leaders to help create an environment of success (positive internal culture) - promotes and supports the idea of “Happy staff equals happy customers”. Participates as a senior leader within ITCS.

Required Qualifications
  • Bachelor's degree in related area and/or equivalent experience/training
  • Has solid knowledge of information systems function.
  • Has solid knowledge of related principles and concepts to provide solutions to more complex and diverse information systems issues.
  • Has advanced knowledge of current security strategy and IT support trends in higher education environment.
  • Has strong interpersonal and management skills, including focusing on building a culture of trust, inclusion, fairness, and autonomy within one's team.
  • Uses and applies applications Information Technology theories and concepts to manage and provide solutions.
  • Possesses the ability to gather, organize, and analyze data in the completion of assignments.
  • Possesses skills necessary to accomplish department/team objectives and address related problems and issues in an effective manner.
  • Demonstrated leadership capacity.
  • Ability to self-motivate and prioritize multiple activities and projects with limited information.
  • Ability to motivate staff through example.
