The Position:
The San Mateo County Community College District has entered into a contract to operate a U.S. Small Business Administration Small Business Development Center (SBDC) in San Mateo County. This SBDC office will provide business assistance and access to capital services to entrepreneurs and small businesses located throughout San Mateo County through operations delivered through the three colleges in the District (Skyline College, College of San Mateo, and Canada College).

The Project Director of the San Mateo Small Business Development Center is responsible for providing direction, leadership, and technical support to clients of the Small Business Development Center (SBDC). The Project Director will manage the day-to-day operations of the SBDC; develop community, private industry, and college programs partnerships and collaborations; interface with federal, state, and local government economic development agencies to facilitate regional job creation and retention, improved business sales performance, and provide access to capital.

Reporting to the Dean of Business & Technology, this position involves handling considerable contact with clients, faculty, business advisory staff, education departments, students, and the general public for the Small Business Development Corporation (SBDC) hosted by the San Mateo Community College District. It also functions as primary coordinator across the three college district for training and consulting services to existing and start-up small and medium size enterprises (SMEs). A candidate with experience with small business, entrepreneurship, or intrapreneurship would be highly desirable. Experience with grants and government reporting is an essential background for this position. Familiarity with the preparation and administration of budgets is required.

This is a temporary, grant funded position and may be eliminated once the funding has been exhausted.

Duties and Responsibilities:
The duties below are representative of the duties of the classification and are not intended to cover all of the duties performed by the incumbent(s) of any particular position. 1. Directs the implementation of goals, objectives, policies, procedures and work standards where applicable for Center programs. Monitors and directs day-to-day operations of programs to ensure that policies and procedures are followed, goals and objectives are met, and services and projects are being accomplished efficiently and effectively; submits and justifies corrective actions to the Dean/Executive Director and takes corrective action as necessary. In providing assistance to entrepreneurs and small business owners the Project Director will utilize a cadre of approved consultants, business curriculum, and client monitoring systems to ensure an accurate, cohesive, and cost effective operation

2. Monitors program budgets, including grant funds, cash match, and in-kind matching funds; oversees financial well-being of the program by analyzing cost effectiveness and exercising cost controls; is responsible for the complete, accurate and timely input to the Neoserra system as well as frequent contract reporting processes; manages programmatic and fiscal reporting and billing processes between SMCCCD SBDC, the Lead Center, and the SBA; prepares ad hoc, quarterly, and annual reports; ensures compliance with audit requirements from the SBA

3. Serves as initial point of contact for prospective clients, the general public, and college constituents; refers clients to appropriate resources; coordinates consultant assignments and scheduling; coordinates training and other events; monitors progress of client businesses, counseling sessions, data input, and consultant invoicing

4. Coordinates SBDC sponsored events and trainings, including scheduling, registration, materials, facilities set-up, catering arrangements, marketing, media notification, and event implementation; works with various partners from industry, other SBDC offices, agencies, and others to promote the mission and goals of the SBDC through a variety of channels

5. Prioritizes and allocates available program resources; reviews and evaluates program and service delivery, makes recommendations for and executes changes in operations to ensure maximum effective service provision; assists in developing new program function elements, including researching, compiling, and analyzing supporting data

6. Coordinates SBDC program activities and training with the SMCCCD instructional program, including Business and Technology Divisions and Community Education

7. Negotiates cooperative agreements and participation agreements between the SBDC program, public entities, and/or private enterprises

8. Performs other duties and projects as assigned

Minimum Qualifications:
• A combination of education and experience equivalent to a Bachelor’s degree in a major that is closely related to the field or five or more years of progressively responsible experience in program management• Direct experience in an entrepreneurial/intrapreneurial role, working in a small business, business consulting, providing business training and/or teaching business courses and/or business management• Skill in the management of diverse client business cases, support, ability to motivate and direct business consultants in a variety of circumstances• Demonstrated skills in successfully managing an operation or project within a large, complex organization, including experience in assessment and evaluation, problem-solving and goal achievement in successful administration of multiple/simultaneous projects• Excellent written and oral communication skills, including strength in making presentations to individuals and groups, ability to write clear and concise reports, correspondence and other materials• Demonstrated ability to work in a fluid environment and within some ambiguity. Work will require some evenings and weekends• Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff• Skill in the use of a variety of spreadsheets and other computer software to create reports, correspondence, files and other materials• Experience directing and evaluating the work of others• Possession of a valid California Driver’s License (or ability to obtain one) and the ability to drive a motor vehicle to off-site locations are also required

Physical Requirements:
This classification requires sitting for various lengths of time; the ability to type, use phone, stand intermittently, walk, bend and stoop, occasionally lift, carry, push, pull or otherwise move objects of light to moderate weight, work at a computer, including viewing a monitor for prolonged lengths of time, repetitive use of keyboard and mouse, dexterity of hands and fingers to operate keyboard and mouse; and ability to operate a motor vehicle and drive to off campus locations in order to perform the essential functions.

1. Knowledge of the policies, procedures, regulations, and laws pertaining to business laws and SBDC operations

2. Familiarity with the small business market and how to serve the needs of businesses/owners in this sector

3. Demonstrated skill in making presentations to community groups; SME businesses outreach to possible funders/partners from the business community; working with funders/donors in a supportive, collaborative manner

4. Demonstrated ability to plan and execute a variety of events (large and small) that are held for the benefit of the SBDC, its partners and clients

5. Strong project management skills and ability to work in complex organizational structures while achieving quantifiable goals

6. Ability to work effectively as part of a management team

Preferred Qualifications:
• Master’s degree in business administration
