21-Jul-2019 Close All Job Summary The IT Program Manager for Student Affairs provides strategic IT leadership to the entire Division of Student Affairs in its mission to develop successful, intellectually curious learners, and healthy, competent, and active citizens of the world. This role requires finely honed leadership skills and a keen understanding of the business needs and objectives of Student Affairs in order to accurately determine what IT services and applications should be deployed in service of those needs and objectives. This process requires continual interaction with key stakeholders in Student Affairs to establish and prioritize requirements. The Program Manager will also interact with University Information Systems (UIS) to determine what central services might be available to meet Student Affairs IT needs. The Program Manager for Student Affairs will also:
  • Ensure that campus IT architecture and services, and overall university context are appropriately considered in any proposed IT solution.
  • Collaborate with other campus and university IT professionals.
  • Apply industry best practices and evaluate available commercial services and software in analyzing possible IT solutions.
  • Work collaboratively with campus constituents to address and improve Student Affairs related processes.
The Program Manager for Student Affairs will report to the Associate Director of Business Analysis and Solution Architecture (BASA) in the Office of Information Technology (OIT) and will be the designated primary IT contact in the in the Student Affairs office.   • Oversee several ongoing projects and deployed services through using a continual service improvement methodology, ensure that each project continues to meet established objectives and business needs within budget.
  • Lead problem resolution efforts and manage relationships and service level performance of service providers – both on campus and third-party vendors.
  • Provide direct troubleshooting and support activities with customers where necessary.
  • Collaborate with subject matter experts to recommend solutions.
Strategic Direction
  • Work across departmental boundaries and with the Vice Chancellor's senior cabinet to establish appropriate strategic direction for meeting Student Affairs IT needs.
  • Recommend strategic directions for Student Affairs IT services and systems, work with stakeholders to:
    • Establish needs and objectives.
    • Perform analysis of existing environment, overall University business and technical environment, campus IT architecture, best practices of peer institutions and within industry, and available technologies and services.
    • Fully articulate and communicate strategic directions including working with Student Affairs management and the Senior Business Analyst to establish and maintain business cases, solution funding models, and budgets that support IT strategic direction.
Functional Analysis
  • Perform functional analysis and requirements definition and validation for specific IT solutions as well as the assessment and improvement of business processes.
  • Understand needs, obtain requirements, research solutions, and oversee implementation of identified solutions.
  • Work collaboratively with campus constituents to improve related processes and elicit requirements through the use of focus groups and other meetings to help influence and lead change.
  • For chosen solutions, as part of implementation and deployment, develop necessary requirements.
Supervision and Day-to-day Management
  • Supervise a team of two IT professionals responsible for implementing and managing Student Affairs related software and development.

  • Bachelor’s Degree from an accredited institution or a combination of education and experience as detailed below may be substituted for the degree on a year-for-year basis.
  • 5 years of experience with business analysis, process mapping, design of complex systems and processes, with a demonstrated ability to translate business requirements into solution requirements.
  • 5 years of analytical experience in implementing, maintaining and upgrading complex application systems.
  • 3 years of experience supervising staff.

  • Ability to develop high level IT strategies for business owners.
  • Strong interpersonal and communication skills.
  • Strong customer skills interacting with key stakeholders.
What We Would Like You To Have
  • Certified Business Analysis Professional (CBAP, CCBA).
  • 3 years of IT project management experience.
  • Expertise in process streamlining, such as use of Lean Six Sigma techniques.
  • 1 year of technical experience as a developer, system integrator, or system administrator.
