The Center for Research in Biological Systems (CRBS) is a UCSD Center that exists to provide human resources, high technology equipment, and administrative services to scientists researching cell structure and function relationships in central nervous system processes, cardiovascular networking, and muscular contraction through multiple scales and modalities.
CRBS facilitates an interdisciplinary infrastructure in which people from biology, medicine, chemistry, and physics can work with those from computer science and information technologies in collaborative research. Researchers share interests in the study of complex biological systems at many scales, from the structures of enzymes, proteins, and the body's chemical communications network at atomic and molecular levels, to an organism's physiology, strength, and support at cellular and tissue levels.
Under general supervision, the CRBS Program Administrator is responsible for the full-range of responsibilities associated with the contract and grant administration and conference financial administration, for extramural fund activity totaling in excess of 15 million dollars. The incumbent will perform a variety of standard and complex financial administrative functions involving federal, state, private, recharge income, participant fees, and extramural funds. In partnership with assigned Principal Investigators (PIs), the Program Administrator is independently responsible for the full scope of contracts and grants administration including research, submission, set up, and close out of proposals and funds . The incumbent will provide advice on components required in the applications; review drafts for consistency of style and content; edit and proofread proposals; develop budgets and provide justification; analyze and develop fiscal and statistical reports, recommend and implement internal controls, and serve as department liaison to the UCSD community and collaborating institutions.
The Program Administrator also ensures the efficient and effective functioning of the day-to-day activities of CRBS by facilitating all requests for assistance. Responsibilities require tact, diplomacy, and discretion on a wide variety of complex and sensitive issues. Incumbent must demonstrate a high degree of professionalism in a rapidly changing, time-pressured environment.
Under general supervision, develops and/or oversees research proposals, awards and/or transactions related to contract and grant management and maintains contract and grant records in compliance with institutional and research sponsor policies. Works on proposals of moderate scope where analysis of financial information or reports requires review of a variety of factors (e.g. budgets, salaries, expenses, etc). Receives assignments on project basis and fully analyzes problems, gathers data and information, and recommends solutions.
Under the general supervision, the Program Administrator will provide planning and administrative coordination of the National Center for Microscopy and Imaging Research (NCMIR). Responsible for tracking goals/progress for new and ongoing research projects/programs at the National Center for Microscopy and Imaging Research (NCMIR). Participating in the development and coordination of new research initiatives and collaborative projects. Provide high-level administrative support for standing programs and high profile projects of a complex nature (with key collaborators and/or a multitude of PIs).MINIMUM QUALIFICATIONS
Bachelor's degree in related area and/or equivalent experience/training.
Two or more years of financial experience.
Knowledge of applicable federal, state, local, sponsor and institutional regulations, policies, and guidelines.
Knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.
Ability to manage a high volume of transactions.
Ability to perform moderately complex financial analysis and customized reporting.
Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
Ability to maintain independent judgment; strong organization; communication skills; and a customer service focus.
Maintains current knowledge of compliance regulations in all areas of research administration.
Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.
