24-Jul-2019 Close All Job SummaryThe Director of the Office of Export Controls assumes a critical role in CU Boulder’s research enterprise. The OEC Director interacts with researchers and administrative units and collaborates with departments offering related support services such as the Office of Contracts & Grants, Venture Partners, the Campus Controller’s Office, Office of University Counsel, Environmental Health & Safety, as well as other compliance offices housed within the Office of Research Integrity (e.g., IRB, IACUC, Office of Conflicts of Interest and Commitment). The OEC Director reports to, and advises on all matters related to export controls, the Assistant Vice Chancellor for Research Integrity & Compliance and supervises other OEC staff.
The Office of Export Controls (OEC) is housed in the University of Colorado Boulder’s Research & Innovation Office (RIO), the central point for the university’s world-class scholarship, creative work and research. The OEC is responsible for ensuring that university research activities are in compliance with federal and university regulations and policies pertaining to export controls. What Your Key Responsibilities Will BeExport Compliance Activities
  • In conjunction with the Export Control Administrator:
    • Review research proposals and agreements for compliance with export control regulations.
    • Conduct technology classifications.
    • Prepare and submit export licenses from the Departments of Commerce or State, or OFAC.
    • Develop Technology Control Plans.
    • Prepare documentation for exporting hardware, software and technical data.
    • Screen potential sponsors, contractors and visitors for restricted party compliance.
    • Investigate instances of possible non-compliance and when necessary develops Voluntary Self Disclosures or other corrective actions.
Program Management
  • Direct the day-to-day operation of the Office of Export Controls (OEC), including supervision of the OEC Administrator and student assistant.
  • Ensure effective collaboration with other university departments relevant to export control regulation.
  • Lead the development of effective policies and procedures to improve export control compliance.
  • Develop strategies to enhance the effectiveness and efficiency of the OEC.
  • Manage the OEC budget.
Education and Training
  • Provide education, training, outreach, and campus communications to researchers, students and administrators.
Supports the Export Control Officer/Empowered Official
  • Advise and brief the Export Control Officer (the Assistant Vice Chancellor for Research Integrity & Compliance) regarding matters related to export control regulations and procedures.

  • Be a “U.S. person” pursuant to section 120.15 of the ITAR.
  • Bachelor’s degree from an accredited university.
  • Five years’ experience in export compliance, including processing export licenses for USML and CCL controlled items.
  • Advanced knowledge of US Export Control laws and regulations.
  • Demonstrated proficiency communicating complex regulations and policies to non-experts.
  • Experience with confidential personnel and security issues.
  • Proficiency in Microsoft Office Suite.
What You Will Need
  • Ability to comprehend complex technical information in research proposals and agreements.
  • Proficiency in oral and written communications.
  • Excellent analytical, organizational, reasoning and problem solving skills.
  • Attention to detail.
What We Would Like You To Have
  • JD, or Masters’ degree in a related field.
  • Five years of leadership/managerial experience in export compliance.
  • Export compliance experience at an academic institution or research organization.
  • Experience with Fundamental Research Exclusion (FRE).
  • Experience working in a classified research environment.
  • Export Compliance Professional Certification.
