Under general supervision, coordinates and particpates in in the recruitment, screening, referral and placement of applicants into vacant faculty and staff positions. Also administers the on-line PeopleAdmin applicant tracking system, serves as subject-matter expert for the employment function; and acts as a resource for university departments regarding employment practices and procedures.

Essential Duties Summary

Administers the on-line PeopleAdmin applicant tracking system to include approval and set-up of system users, assisting applicants and internal users with system functionality and issues; and review, referral and processing of applications from initial applicant upload through on-boarding; and reports generation. Reviews electronic applications and resumes to screen for qualified applicants and refers qualified applicants to hiring departments. Reviews applications and supporting personnel documents for completeness, including foreign and/or immigration forms and data. Responds to inquiries from applicants and hiring departments regarding
posted vacancies. Troubleshoots the PEOPLEADMIN system to resolve system functionality issues for applicants and users. As needed may train end-users to use the system and/or to complete job requisitions. Processes electronic job requisitions to final posting on the TSU Website. Conducts employment verification checks for candidates being considered for employment. Provides training and assists search committee with procedures for candidate selection. Coordinates and edits advertisements posted electronically to external agencies such as TWC or others as needed. Coordinates job fairs or other recruiting functions to expand the university’s job pool. Coordinates and facilitates new employee orientation sessions. Performs other job-related duties as assigned.

Bachelor’s Degree (B.A. or B.S.) from an accredited four-year college or university or equivalent.

Required Licensing/Certification

PHR or SPHR preferred.

Knowledge, Skills, and Abilities

Must have the ability to use personal computers and Microsoft Office software such as Word, Excel, Power Point and Access. Also requires the ability to use Banner database, and other job related software.

Work Experience

Requires three to five years of related experience.

Leadership/Supervisory Responsibilities

Lead worker over others in similar jobs and/or provide work leadership and direction for students and/or employees.

Work Complexity/Budget Authority

Tasks are multiple and diverse with some interrelationship across processes. Handles some unrelated functions. Work requires the direct application of a variety of procedures, policies and/or precedents. May monitor budget activities but no responsibility for budget and expenditure authority.

Performs duties within scope of general University policies, procedures and objectives. Analyzes problems and performs needs assessments. Uses judgment in adapting broad guidelines to achieve desired result. Regular exercise of independent judgment within accepted practices. Makes recommendations that affect policies, procedures and practices. Refers exceptions to policy and procedures to the supervisor.

Personal/Organizational Contacts

Regular contact with others, including students, general public, visitors and University personnel. Purpose of contacts is to explain, clarify or interpret information. May handle confidential information and some complex matters.

Customer Service Relationships

Assesses and diffuses problem situations and requires influencing others to reach consensus. Requires tact and diplomacy to handle difficult customer situations. Requires advanced interpersonal and communication skills to establish and maintain internal and external customer relationships. Explores alternatives and creative solutions to meeting the needs of the customer.

Working/Environmental Conditions

Work is performed within routine office environment with no exposure to hazardous or unpleasant conditions. Physical demands are usually limited to sitting or standing in one location much of the time. Some stooping, lifting or carrying objects of light weight may be required.
