Under the supervision of the Education Manager, oversees and directs the planning, organizing, and implementation of education services for children. This position provides onsite instructional support, mentoring, and coaching to ECEAP teachers to enhance the quality of early care and education programs; develops partnerships with school districts and community partners; performs related duties as assigned. These services contribute to the increased academic and social competence in children and the recognition and enhancement of parents as the primary educators of their children. The Educational Specialist must demonstrate competency in the following:

Essential Duties Summary

Duties include, but are not limited in the following:
•Demonstrate knowledge of child development and developmentally appropriate practices in classrooms for 3 and 4 year olds
•Recognize and distinguish between high quality and low quality classroom skills and instruction without considering personalities of staff
•Work in subcontracted school district classrooms without conflict or judgement of school culture, practices and procedures, or administrative decisions
•An understanding of cultural and linguistic relevance in an early childhood setting
•Complete Coach Framework Training and Reliability in the CLASS and ERS scoring tools within 60 days of receiving training
•Strong written, verbal and interpersonal communication skills
•Translate training into practice
•Reasonable skills in technology including navigating data systems
•Observe classroom interactions and effectively report and discuss observations
•Attend required trainings with an ongoing commitment to continuous learning
•Flexibility in scheduling – may work some night and weekend hours
•Perform the functions of this position with a strong understanding of the ECEAP Performance Standards; Washington State Early Learning and Development Guidelines; and thorough knowledge and application of developmentally appropriate practices
•May deliver Pre-Service and monthly in-service training sessions to teaching staff
•Monitor and support the implementation of the Creative Curriculum for Preschool for assigned sites
•Direct all classroom practices – room arrangement, lesson plans, daily schedules, routines, and transitions to assure their adherence to program policies
•Carry out recommendations of the Program Director and Ed Manager for program improvement
•Supports completion of parent conferences per ECEAP Performance Standards. Ensure collected information is used to discuss the child’s individual development and progress, assisting the parents in developing observational skills and soliciting parent observations
•Engages staff who work with children in a collaborative process that involves observation, reflective communication, training, role modeling, and goal setting.
•Regular and on-going documentation of teacher’s quality improvement plans in WELS/COMPASS to demonstrate continuous efforts to support quality experiences in the classroom
•Review CLASS assessment scores with classroom staff to help identify areas of strength and develop goals for improvement
•Provide one to one and small group mentoring to assistant teachers, co-teachers, and teachers to help strengthen child development practices and assure quality programs
•Support implementation literacy, math or other programs as required or recommended by the Department of Child, Youth and Families or desired based on community or program assessment
•Identify and prioritize materials and equipment needed in classrooms and playgrounds, and coordinate with the director and Ed Manager in making purchases
•Coordinate the transition of children to Kindergarten, and assist with the children’s transition to their next destination at the end of the season
•Work cooperatively with other administrative staff and content area specialists to plan education services integrated with health, mental health, dental health, nutrition, parent involvement, and social services
•Attend staff training and meetings, and parent advisory and parent meetings as requested
•Assist individual staff members in identifying their training needs, and improving their knowledge and abilities
•Participates in assessing community needs (biannually) and the program’s annual self-assessment
•Assist in expansion efforts by way of compiling data, encouraging partnerships in the community and assisting in the development of reports to support expansion
•Provide input to the performance of teaching staff, at the end of probation and annually thereafter, and recommend subsequent personal action to Ed Manager and director
•Actively participate in the development and implementation of the Performance and Development Plan Expectations
•Assure that files and documents are complete, accurate, and confidentially maintained; and,
•Utilizing EA standards, provide regular ongoing formal observations and practice based coaching, compiling program wide data re: CLASS/ECERS to inform practices and training needs.
•Perform other duties, as may be required

Required Qualifications

•A Bachelor’s Degree in Early Childhood Education or related field; and
•Experience working with children ages 3-5 in a group setting and experience as an early learning coach, consultant, mentor or trainer.

Preferred Qualifications

•Reliability in the CLASS and ERS scoring tools.
•Training and experience in preparation involved with obtaining the highest level of quality possible for an Early Achiever quality rating.
•Reasonable skills in technology including navigating data systems
•Knowledge and/or experience with curriculum implementation.
•Strong written, verbal and interpersonal communication skills

•Demonstrate knowledge of child development and developmentally appropriate practices in classrooms for 3 and 4 year olds

•An understanding of cultural and linguistic relevance in an early childhood setting
• Bilingual, especially in Spanish and English

Physical DemandsSpecial Conditions for Eligibility

EMPLOYMENT:
This is a 40-hour a week, 9.5 months a year, administrative exempt position. The starting annual salary will be $35,677.25 depending on the qualifications and experience of the successful candidate. The state of Washington provides a comprehensive benefits package for state employees. The position may participate in the TIAA/CREF retirement system.
