Arkansas State University-Beebe, a comprehensive two-year community college within the Arkansas State University System, is seeking an Associate Vice Chancellor of Institutional Effectiveness (AVC IE). The AVC IE reports to the Chancellor and is responsible for assisting decision makers at all levels of the institution through the strategic use of data. The AVC IE has college-wide responsibility for the collection, organization, analysis, and reporting of all institutional data. The AVC IE serves as the lead administrator of the ASU-Beebe’s institutional research activities in support of strategic institutional planning, assessment, and effectiveness initiatives. As a member of the Chancellor’s Executive Council and the Chancellor’s Cabinet, he/she participates in the planning and implementation of major College initiatives. The AVC must utilize a variety of research and statistical tools to manage the collection and effective dissemination of information throughout the College in support of its mission.

A successful candidate will demonstrate competence in systems thinking and problem solving, quantitative reasoning, statistical analysis, leadership, planning, collaboration, communication, and effective data governance. Specifically, ASU-Beebe seeks candidates who:

•Understand the design and function of relational information systems and can quickly become familiar with the architecture of the institution’s databases and know where to find the right data.

•Can quickly learn college processes and operations so they can readily translate the need for data into an analysis that meets the defined needs.

•Can apply mathematical and statistical techniques to data to uncover deeper meaning, highlight critical trends and patterns, create models that simplify complex operations, and project future trends or patterns.

•Know how to define what decision makers in a community college need to know and articulate this need to the technical and analytical staff.

•Can interpret and visualize data and analysis and identify the right details that decision makers must know.

•Have experience in institutional effectiveness, including the ability to conceptualize and manage implementation in key areas such as automation, processes, accountability, and governance.

•Have demonstrated knowledge of and experience with regional accrediting agencies, and familiarity with accreditation requirements such as those of the Higher Learning Commission.

•Can demonstrate experience in and commitment to the comprehensive community college mission, student success, shared governance, enrollment management, continuous quality improvement, innovation, technology, and the use of data for decision making.

•Can demonstrate proven experience in and commitment to effective communication, transparency, and collaboration within and among all areas of supervision and among all divisions and senior leadership of the College.

ESSENTIALDUTIESANDRESPONSIBILITIES

1. Develop and lead the institution’s overall data strategy and assure that ASU-Beebe’s data is managed as a strategic asset. The data strategy, developed in collaboration with the Information Technology team, defines a plan to ensue the quality, reliability, and availability of institutional data. It defines a scalable and adaptable framework of data management, information sharing, and analytical tools, and it defines a plan to help all employees develop relevant data competencies. Further, the data strategy identifies means to continually discover and incorporate new data streams to support decision making.

2. Directly support senior administration in strategic decision making and planning through the use of predictive modeling and other analytic approaches.

3. Coach faculty, staff, and students in effective use of data, analytic techniques and effective decision making.

4. Coach Subject Matter Experts (SMEs) in their use of analytical tools to support decision making in core areas of college operations.

5. Provide leadership in defining, deploying, and managing institutional performance measures to support strategic institutional investments, budgeting, assessment, program review, and enrollment management.

6. Support a college-wide culture of inquiry in which evidence-based assessment is used to measure the effectiveness of programs, services, and processes.

7. Assist the College and individual units in using assessment results to guide improvement in programs and processes.

8. Define, deploy, and manage a set of descriptive, diagnostic, predictive, and prescriptive models that support the continuous improvement of institutional performance relative to goals defined by the College’s performance metrics.

9. Coordinate the submission of federal and state reports in compliance with all regulations and laws.

10. Serves as a resource for all assessment, accreditation, strategic planning, and continuous improvement initiatives of the College.

11. Stays current on institutional policies for accurate reporting.

12. Prepares presentations with reporting data and creates reports for internal and external sources as needed.

Graduate degree (M.B.A., M.A., etc.), plus 3 years related experience and/or training. Or equivalent combination of education and experience.

Arkansas State University-Beebe is an operationally separate, two-year institution of the Arkansas State University System.  With campuses located in Beebe, Heber Springs, Searcy, and Little Rock Air Force Base, we offer associate degrees, certificates, and non-credit training for business and industry.  The Beebe campus also collaborates with Arkansas State, a four-year university in Jonesboro, to offer baccalaureate and graduate degrees on the Beebe campus.  Courses are also offered at additional locations within our service area, and many courses are taught in locations convenient to business and industry.
