Overview

This position will support the Laboratory's budget formulation/execution activities and provide analytical/financial support to Laboratory management. PPPL submits proposals for funding to its prime sponsor, the Department of Energy (DOE). This position will provide administrative support for submission of proposals in response to the annual DOE budget call and out-of-cycle program funding announcements.

Responsibilities

Financial Analysis/Budget Formulation & Execution 

• Prepare various financial schedules to support the Laboratory's budget formulation and execution processes including budget, cost and staffing analyses, provisional and actual indirect rate calculations.• Support Laboratory out-year planning by developing funding, cost and FTE projections and provisional indirect rates.• Provide analytical and financial analysis support to the Budget Director and Chief Financial Officer, including responding to ad hoc budget/financial data calls from the DOE.

 

Proposal Support • Assist Principal Investigators in the preparation and submission of out-of-cycle proposals to DOE in response to program funding announcements.• Assist in preparation and submission of Field Work Proposals in response to the annual DOE Office of Science Budget Call.

 

Planning and Control Officer Support - Indirect Activity Departments • Support Department Heads of indirect activities in the formulation of department budgets, cost projections, financial analyses, travel/conference approvals, etc. • Provide analytical support and counsel on financial matters to the above mentioned PPPL Department Heads, including determinations of cost allowability. 

 

Other Tasks • Contribute to periodic updates of Budget Office policies and procedures. • Perform Budget System database updates/maintenance.• Perform other tasks as assigned.

 

Qualifications

• Bachelor's Degree in Accounting, Mathematics or similar field; MBA degree a plus.• Experience (1-5 years) working in a budgeting/accounting environment.• Working knowledge of Cost Accounting Standards and Generally Accepted Accounting Principles.• Excellent analytical and problem solving skills; ability to quantify business issues, and quantify the impact of alternative decisions/scenarios.• Excellent organizational skills with the ability to manage multiple assignments with competing deadlines.• Excellent oral and written communication skills; ability to develop written reports concisely explaining financial analyses, their results, and the resulting recommendations.• Ability to work independently and as a team.• Proficient in PC applications (Word, Excel, Powerpoint, etc.)
