Capital Financing & Compliance Manager
DescriptionJob Purpose: Responsible forfinancial analysis, oversight and compliance requirements of the financingcomponents of campus projects, including Public-Private Ventures (PPVs).Create, analyze, and assess the financial aspects of proposed capital projectsand provide information and recommendations to Institute executives and otherdecision-makers.Major Responsibilities:Direct and lead highly visible projects related to capital projects financing and related quality and compliance-assurance programs including providing financial and other analyses and monitoring performance against stated goals. Ensure compliance with all applicable Federal, State, and Board of Regents (BOR) policies and regulations related to capital financing, tax-exempt bond-financing, and PPVs.Conduct internal financial assessments including senior level financial analysis for Financial Services leadership. Serve as primary advisor to Senior Director and AVP for capital financing and compliance.Address and support campus training needs, manage and provide resolution assistance on internal and external audit and information requests, serve as a resource for campus financial personnel in matters of compliance, and coordinate assigned payment and other treasury aspects of capital projects.Responsible for Board of Regents Public-Private Venture Reporting and Policy Compliance, GT Tax-exempt Bond Compliance Program, GT Public-Private Venture Repair & Replacement Reserve Analysis, and Capital Liability (Debt) Modeling- Reporting & Analysis.Prepare analyses, reporting, and reviews related to new bond issuances.Coordinate and oversee payment schedule for capital commitments.Maintain official listing of bond-financed buildings and associated utilization limitations including annual updates and ongoing campus coordination of building use activities and requests.Review and assess capital project improvement requests based on rental agreement terms.Other related duties as assigned.Basic Qualifications:Education: Bachelor’s Degree in Accounting, Finance, or other similar Business field.Work Experience: Four to Five years or more years of job related experience.Certifications: N/ASkills: Experience preparing MS Excel based multi-year financial models, pro formas, and NPV-based analyses, as well as general proficiency with the Microsoft Office Suite (Excel, Word, PowerPoint, and Access). Strong communication skills including interacting with senior-level management and external oversight entities, as well as attention to detail, excellent customer service skills, and the ability to multi-task effectively.
QualificationsPreferred Qualifications:Preferred Education: Master’s Degree in Accounting, Business, or similar field.Preferred Work Experience: N/APreferred Certifications: CPA, CMA, or CFAPreferred Skills: Knowledge of State of Georgia and Board of Regents policies/requirements (primarily PPVs) and IRS standards related to Tax exempt bond-financing. Knowledge of various financing vehicles (bonds, bank loans, etc.) and related accounting standards. Prior experience in providing financial analysis for bond and other financing activities.
