Reporting directly to the Vice-Chancellor of Administration and Finance, the Associate Vice Chancellor for Facilities Management (AVC/FM) directs the following functions for the University of Massachusetts Boston campus and affiliate locations: operations and maintenance of facilities, including but not limited to the provision of utilities, building management systems, plumbing, electrical, HVAC, internal and external structural maintenance, energy management, and janitorial services to ensure a safe, well-maintained, sustainable and pleasant campus conducive to high-quality teaching and research; facilities business and administrative services; management of capital projects (directly for projects with budgets up to the maximum amount allowed by the Board of Trustees, currently $10M, and campus liaison for capital projects with budgets over that amount); and capital master planning, including space planning and management.
The AVC/FM will lead the university into and through its next phase of facilities operations and maintenance and planning and construction, following completion of twelve years of intensive construction of 4 four new buildings (Integrated Sciences Complex, Switchgear Building, University Hall and West Garage), new roadways and newly re-installed roadways, a new section of HarborWalk and a new utility corridor, consisting of new chilled water and hot water lines, fire suppression water lines, domestic water lines, natural gas lines, Information Technology lines, electricity distribution lines, and major upgrades to the university’s existing central Utility Plant, along with miles of new pathways and acres of new landscaping.
Examples of Duties:
- Provide overall leadership and management of all Facilities Management operations, including daily operations, capital projects/project management, trades, research and teaching labs, campus master planning, utilities and energy management, and facilities business operations.
- Accountable directly or indirectly through subordinate managers for all Facilities Management Department staff. Carries out supervisory responsibilities in accordance with UMass Boston’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
- Design and execute a system of internal controls, and develop associated Key Performance Indicators, to ensure that: operations are effective and efficient; stewardship of assets demonstrates exemplary environmental citizenship; financial resources are properly accounted for and safeguarded; and that applicable laws, regulations, policies and procedures, promulgated by any entity with jurisdiction over or oversight of University of Massachusetts Boston facilities and operations or portions thereof, including by the federal government or the Commonwealth of Massachusetts (including all applicable requirements related to accessibility and matters related to building standards and safe operation of building systems, including but not limited to elevators, boilers and pressure vessels, fire alarm and suppression systems, and water distribution systems) are strictly followed.
- Overall responsibility for departmental budgets, including the operating and capital budget. Oversee preparation of annual department budget submissions. Responsible for overall monitoring of budget v actual activity throughout the fiscal year. Provides subject matter expertise and financial information about Facilities to other university stakeholders, including the Office of Budget Financial Planning.
- Establish priorities for major maintenance projects and renovations that reflect building equipment and system needs balanced with the demands of the university’s strategic priorities. Make recommendations for the university’s capital plan as part of the university’s capital budgeting process.
- Plan, develop, and execute programs to ensure that all facilities -- new and old -- benefit from continuous improvement initiatives so that preventive maintenance becomes the primary maintenance function as corrective maintenance diminishes and deferred maintenance is addressed and resolved.
- Provide advice and counsel to campus leadership on all aspects of facilities management, land use, and stewardship of physical assets.
- Forge strong and transparent communications with employees in an atmosphere that fosters openness and trust.
- Maximize the use of the facilities work management system to ensure that the university is making the highest and best use of constrained resources.
- Direct and participate in studies related to the university’s constrained land resources, particularly as they relate to changed land use and the movement of people on campus. The AVC/FM will actively participate in discussions that result in recommendations related to placement of buildings and layout of walkways, roadways, and parking lots, which strive to adhere to universal design principles and thus make the campus available to all persons equally.
- Develop, recommend and implement decision-making processes for short- and long-term space allocation, renovation, and construction that are fully reflective of the institution’s academic strategic plan and principles.
- Represent the university on facilities matters with outside partners such as the UMass Building Authority and the Commonwealth’s Department of Capital Management and Maintenance (DCAMM).
- Promotes and maintains responsive community relations.
- Performs other related duties as required.
Bachelor’s degree required. A minimum of 15 years of relevant facilities experience is required. Demonstrated ability to work independently, managing projects and staff, with a track record of success in customer service, preferably in a university or institutional environment, is required.
- Education: Master’s level work preferred.
- Experience: Must have demonstrated involvement in the close operations of a facilities department and its individual service units. Must have demonstrated strong financial budgeting and planning acumen, and proven conceptual, analytical, and interpersonal skills to effectively implement policies and programs. Must have strong communication abilities, including public writing and speaking. Experience in managing in a union environment preferred.
